About this opportunity

The State of Maine's Division of Purchases is requesting bids for an upright freezer operating at minus 86 degrees Celsius, with bids due October 18, 2012 at 2:00 p.m. local time.

All quotes must be submitted electronically and include transportation charges prepaid. The State is exempt from Federal and Maine State Sales and Use Taxes, so bids should exclude these. Separate unit prices are required for each item. Delivery terms must be stated in definite terms and may serve as an award factor if time is of the essence. Cash discounts for payments 20 days or more are considered in evaluation; discounts under 20 days will not be considered.

Awards will be made to the lowest responsible bidder offering the best value to the State, with consideration given to quality of goods, conformity to specifications, delivery dates, and overall economy. The Division reserves the right to reject any or all quotes, waive formalities and technicalities, and increase or decrease quantities by up to 10% unless otherwise stated. Tie bids will be resolved in favor of in-state bidders or those offering commodities produced or manufactured in Maine.

Bidders may submit additional and alternate bids, with supporting documents and literature permitted to be faxed or mailed to the Division of Purchases prior to bid opening. A Questions and Answers addendum was posted October 4, 2012 addressing technical specifications, delivery requirements, installation expectations, and other bidding parameters; bidders are expected to acknowledge receipt and incorporate the clarifications into their submissions. In the event of contractor default, the Division reserves the right to procure materials from alternative sources and charge any excess costs to the contractor. Contractors are not held liable for delays caused by strikes, fires, acts of God, or other causes beyond reasonable control. All hazardous chemicals must be accompanied by current material safety data sheets in compliance with Maine's Chemical Substance Identification Law.
