About this opportunity

The Illinois Department of Corrections is soliciting bids under IFB 27-426DOC-SHERI-B-54270 for removal and replacement of one inoperable diesel fire pump drive engine and inspection and repair of the associated Aurora 93-67461 fire pump at Sheridan Correctional Center, with bids due November 9, 2026. A completed Business Enterprise Program (BEP) Utilization Plan is mandatory, and the solicitation sets a BEP goal of 3% of contract value. A bid without a completed plan and required good-faith-effort documentation is non-responsive.

Bidders may claim the Illinois Business Preference, which requires an affidavit, and the Domestic Product Preference, which requires designation in the Alternate Description field, both under the Illinois Procurement Code. Exceptions to Standard Terms and Conditions require a redline submitted with the offer. Bidders must also complete the Active Registered Vendor Disclosure.

The contractor supplies all labor, materials, parts, tools, and equipment. The new engine must deliver at least 180 HP at 1760 RPM, with a 12V DC electrical system, a 1000W water jacket heater, UL-listed or FM-approved certification, and compatibility with the existing pump. Scope also includes draining and reinstalling the fuel tank, replacing controls and electrical connections, replacing pump gaskets and seals, and performing startup and operational testing. Compatibility verification is due before delivery, and closeout requires test results, warranty information, and manufacturer documentation. Onsite work runs Monday through Friday, 7:00 a.m. to 3:00 p.m., excluding State holidays, under the Chief Engineer's coordination. Delivery is F.O.B. Destination with freight included in price.

This is a one-time engagement running from execution through June 30, 2027. The total price is firm and will be issued through a BidBuy Purchase Order, with the State entering the maximum amount before execution. The contractor must carry General Commercial Liability insurance of $1 million per occurrence with a $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Workers' Compensation as required by law, naming the State as additional insured. Prevailing wage applies as applicable. Subcontractors with annual values above $100,000 require prior written approval and Illinois Standard Certifications. Invoices are due within fifteen calendar days of work completion and require Chief Engineer sign-off before payment processing.
