About this file
This is a Bid Amendment from the Illinois Department of Corrections (IDOC) providing vendor responses to questions submitted regarding Invitation for Bid (IFB) 27-426DOC-SHERI-B-54270 for work at Sheridan Correctional Center. The project involves the removal and replacement of one inoperable diesel fire pump drive engine and inspection and repair of the associated Aurora 93-67461 fire pump. Bids were due November 9, 2026, with onsite work scheduled Monday through Friday, 7:00 a.m. to 3:00 p.m., excluding State holidays, under the Chief Engineer's coordination. The contract runs from execution through June 30, 2027. The amendment addresses five vendor inquiries: existing engine data-tag information and photos, pump room photos and equipment details, fire pump controller nameplate photo, pump room doorway measurements (72" wide x 73" tall when both doors are open), and access route details. The IDOC provided specific responses to each question, including photographs of the pump room, equipment, and access routes.
The new engine must deliver at least 180 HP at 1760 RPM with a 12V DC electrical system, 1000W water jacket heater, and UL-listed or FM-approved certification. The contractor must supply all labor, materials, parts, tools, and equipment, with delivery F.O.B. Destination and freight included in price. A Business Enterprise Program (BEP) Utilization Plan is mandatory with a 3% goal of contract value; bids without a completed plan and required good-faith-effort documentation are non-responsive. Bidders may claim the Illinois Business Preference and Domestic Product Preference under the Illinois Procurement Code. Insurance requirements include General Commercial Liability of $1 million per occurrence with $2 million annual aggregate and Auto Liability of $1 million per occurrence, with the State named as additional insured. Prevailing wage applies as applicable. Invoices are due within fifteen calendar days of work completion and require Chief Engineer sign-off before payment processing. The total price is firm and issued through a BidBuy Purchase Order with the State entering the maximum amount before execution.
