About this opportunity
The City of Conroe, Texas is requesting competitive sealed proposals for the Replacement Well No. 5 & Control Building project (CSP 2025-35), with proposals due September 24, 2026 at 1:00 p.m. through the OpenGov Procurement Portal. The engineering estimated budget is $6.9 million.
The scope comprises drilling a new 2,000-gallon-per-minute Jasper water well to replace an existing well at Conroe Water Plant No. 5 in Montgomery County; plugging the existing well per Texas Department of Licensing and Regulation and Texas Commission on Environmental Quality requirements; installing new wellhead and yard piping; modifying existing fill, suction, and overflow lines on the existing ground storage tank; constructing a new 45-foot by 30-foot control building with HVAC; installing three 1,000-gpm booster pumps at 162 feet total dynamic head, chlorine disinfection and phosphate treatment systems, SCADA and electrical controls, and a 1,000-kilowatt natural gas generator with automatic transfer switch; and performing site work including grading, fencing, and landscaping. Geotechnical investigation documented subsurface fat clay and sandy clay with 4–4.5 inches potential vertical rise; foundation design recommendations include slab-on-grade with 42 inches structural select fill for the control building and underreamed drilled piers at 14-foot depth. An asbestos survey conducted in June 2026 found no asbestos-containing materials in sampled areas, clearing demolition of the existing control building.
Prevailing wage applies per Texas Government Code Chapter 2258 (General Decision TX20260033, minimum $16.85/hour). Proposals must include a preliminary construction schedule with proposed calendar days to substantial completion and a Gantt chart; the contractor shall commence work within 15 days of Notice to Proceed and achieve substantial completion within the bidder's proposed timeframe, with full completion 30 days thereafter. Liquidated damages are $1,000 per calendar day for delays beyond substantial completion. Bid bond or certified check of 10 percent of bid amount; performance and payment bonds each 100 percent of contract price required. Workers' compensation, commercial general liability ($1 million combined single limit per occurrence), automobile liability ($1 million), and builder's risk insurance (100 percent of completed project value) required. Progress payments monthly with 5 percent retainage; subcontractors must be paid within ten days of City payment.
