About this opportunity
The Illinois Department of Transportation is soliciting bids for replacement of the 15th Avenue bridge over the Rock River (SN# 101-6137), with electronic bids due through the iCX system by 12:00 p.m. on November 6, 2026, when bids will be publicly opened. The project is federally funded in part, so federal-aid construction contract certifications and EEO requirements apply. The source names no set-aside or local preference.
The scope includes full bridge replacement plus bridge lighting, traffic signal modernization with combination mast arms, ADA ramp and ADA-related modifications, storm sewer and drainage structures, water main replacement, pavement removal and reconstruction, hot-mix asphalt and PCC work, curb and gutter, pavement markings, and landscaping. Work extends from Illinois Route 2 to 390 feet west of Orange Street, with additional reconstruction of Nelson Boulevard and Blackhawk Park / Marinelli Field. Construction limits for Nelson Boulevard run 105 feet south and 125 feet north of 15th Avenue.
Several compliance requirements shape execution. The contractor must follow Army Corps of Engineers Nationwide Permit No. 14, which prohibits in-stream work from April 1 through July 31 and tree clearing from April 1 through September 30. The contractor must also comply with the City of Rockford Construction Noise Ordinance and working-hour restrictions, with certain commercial and industrial areas potentially permitting work outside standard hours upon engineer approval. The contractor must maintain temporary pavement markings, provide snow removal around traffic control devices, keep an eight-foot-wide temporary bicycle path open throughout construction, and complete winter traffic configuration changes by November 18, 2027.
Contract completion is October 31, 2028, with fifteen working days allotted for cleanup, punch list items, and landscaping. Water main work spans approximately 356 calendar days across multiple stages. The contract will be awarded to the lowest responsive and responsible bidder. The record lists Rock Island County as the jurisdiction, while the attached Notice to Bidders places the project in Winnebago County for the City of Rockford.
