About this file

This file is a Notice to Bidders and Specifications document issued by the Illinois Department of Transportation (IDOT) for Contract No. 85802, a bridge replacement project in Winnebago County, Illinois, specifically for the City of Rockford. The project involves the replacement of the 15th Avenue bridge carrying traffic over the Rock River, along with reconstruction of approaches, installation of bridge lighting, traffic signal modernization, sidewalk improvements, water main replacement, and landscaping. Construction limits extend from Illinois Route 2 to 390 feet west of Orange Street, with additional work on Nelson Boulevard and Blackhawk Park. Electronic bids must be submitted to the iCX system by 12:00 p.m. on November 6, 2026, at which time bids will be publicly opened. The contract completion date is October 31, 2028, with fifteen working days allotted for cleanup, punch list items, and landscaping. The contractor must abide by the City of Rockford Construction Noise Ordinance and comply with working hour restrictions, with certain commercial and industrial areas potentially requiring work outside standard hours upon engineer approval.

The contract will be awarded to the lowest responsive and responsible bidder in conformity with departmental terms and conditions. The project is subject to multiple special provisions including temporary traffic signal installation, water main relocation, storm sewer construction, and traffic control requirements. Significant utility coordination is required, with water main work spanning approximately 356 calendar days across multiple construction stages. The contractor assumes all risk of damage to work and property and is responsible for notification to residents, coordination with third-party utilities, and compliance with Army Corps of Engineers Nationwide Permit No. 14 requirements, including prohibitions on in-stream work from April 1 through July 31 and tree clearing restrictions from April 1 through September 30. The project is federally funded in part, requiring compliance with federal-aid construction contract certifications and EEO requirements. Winter shutdown provisions require traffic configuration changes by November 18, 2027, with restrictions on through-lane closures on Illinois Route 2 during winter months, and the contractor must maintain temporary pavement markings, provide snow removal around traffic control devices, and ensure a temporary eight-foot-wide bicycle path throughout construction.

The above represents the best information available to the Department and is included for the convenience of the bidder. The days required for conflict resolution should be considered in the bid as this information has also been factored into the timeline identified for the project when setting the completion date. The applicable portions of the Standard Specifications for Road and Bridge Construction shall apply.

Estimated duration of time provided above for the first conflicts identified will begin on the date of the executed contract regardless of the status of the utility relocations. The responsible agencies will be working toward resolving subsequent conflicts in conjunction with contractor activities in the number of days noted.

The estimated relocation duration must be part of the progress schedule submitted by the contractor. A utility kickoff meeting will be scheduled between the Department, the Department’s contractor, and the utility companies when necessary.

The contractor is responsible for contacting JULIE (or DIGGER within the City of Chicago) prior to any excavation work. Please note that IDOT electrical facilities are not part of the one-call locating services, such as JULIE or DIGGER.

If the contract requires the services of an electrical contractor, it is the contractor’s responsibility, at their own expense, to locate existing IDOT and/or local agency electrical facilities before commencing work. For contracts that do not require an electrical contractor, the contractor may request one free locate of IDOT electrical facilities by contacting the Department’s Electrical Maintenance Contractor and/or the appropriate local agency electrical maintenance contractor. Additional locate requests will be at the contractor’s expense.

For work on or near IDOT ROW on contracts without an electrical contractor, the Department’s Electrical Maintenance Contractor must be notified at least 72 hours in advance of the work by calling 773-287-7600 or emailing dispatch@meade100.com to arrange for the locating of underground electrical facilities.

Please note, the marking of underground facilities does not absolve the contractor of their responsibility to repair or replace any facilities damaged during construction at their expense.

EXISTING UTILITY REMOVAL COORDINATION

Existing utilities that have been or will be out-of-service and are located under or near the existing roadway pavement may need to be removed during stage construction. A utility coordination meeting shall be held 2 weeks prior to changing MOT stages to allow time for utilities to mobilize. The Contractor shall be responsible for the pavement removal and earthwork as depicted in the contract plans. The Contractor shall closely coordinate the construction activities with the utilities and their contractors. The Contractor’s schedule shall take into account the estimated duration for removals located in the Status of Utilities special provision.

EXISTING UTILITIES AND DRAINAGE STRUCTURES LOCATIONS.

Ownership does not guarantee the completeness or accuracy of the information shown on any plans regarding gas and water mains, sewers, inlets, buffalo boxes and power lines, poles or any other existing utilities or drainage structures. The Contractor shall make their own investigation to verify or determine the existence, nature and location of all utilities on the site that may interfere with construction before commencing work. The Contractor shall report to the Owner any omissions or differences in location from that shown on any project plans. Care should be taken while working near these utilities to prevent their damage.

PROPER BACKFILLING.

All trenches shall be backfilled, from the bottom of the trench to the centerline of the pipe, with granular backfill or approved native material. The backfill material shall be deposited in the trench for its full width on each side of the pipe simultaneously, distributed evenly by hand, carefully packing the backfill material under the haunches of the pipe and compacted by tamping.

All trenches shall be backfilled, from the centerline of the pipe to a depth of one (1) foot above the top of the pipe, with granular backfill or approved native material compacted by tamping. The contractor shall use special care in placing this portion of the backfill so as to avoid injuring or moving the pipes. Ag Lime materials will not be allowed for backfill material.

When the type of backfill is not indicated in the plans, or elsewhere specified, the trench shall be backfilled, from one (1) foot above the pipe to the finished grade, with native material, or other materials approved by the Engineer, in twelve (12) inch layers compacted by tamping.

Granular backfill material is required under pavements, curbs, driveways, or sidewalks planned to be constructed within one (1) year after backfill. The area requiring such granular backfill shall be indicated in the plans. Where the excavation is made through or within two (2) feet of permanent pavements, curbs, driveways, or sidewalks, or where such structures are undercut by the excavation, or where such structures may reasonably be expected to be constructed over or within two (2) feet of the excavation within one (1) year after backfilling, the entire backfill to the subgrade of the structures shall be made with granular backfill material, as approved by the Engineer, placed in six (6) inch layers, loose measurement, and compacted to not less than ninety-five (95) percent of standard laboratory density in accordance with the requirements of ASTM Standard D-698.

CONCRETE FOUNDATIONS

All drilled foundations listed under Class SI concrete in Table 1 of Article 1020.04 shall use Drilled Shaft (DS) concrete mix in lieu of Class SI concrete meeting the requirements of Section 1020 of the Standard Specifications.

SAWCUTTING

Work shall consist of sawing existing pavements to such a depth that when the pavement is removed, a clean neat edge will result with no spalling of the remaining pavement. Saw cutting shall be performed at all locations where pavement is removed and will be replaced. This work item shall be considered incidental to construction and no further compensation will be allowed.
