About this opportunity
The Minnesota Department of Military Affairs is soliciting bids for replacing a twelve-inch riser valve on a 500,000-gallon water tower located at Camp Ripley Training Center in Little Falls, Minnesota. The procurement involves removing the existing original valve from 1961 and installing a new metal 12-inch gate valve with hand wheel that must precisely fit the existing space and bolt pattern. Bidders must submit electronic responses through the SWIFT Supplier Portal by December 23, 2024, at 2:00 p.m. Central Time, with a mandatory pre-bid site visit available by contacting Dean Berckes, Physical Plant Director, at 320-616-3007. The project requires contractors to follow confined space OSHA standards, maintain a clean workspace, avoid water contamination, and adhere to industry standards for chlorination and sanitization when returning the water line to service. Evaluation will focus on identifying the lowest responsible bidder meeting all specifications and contract terms, with a contract period anticipated from December 2024 to February 2025.
The solicitation includes several provisions promoting diversity and inclusion in procurement, offering preference points for certified targeted group, economically disadvantaged, and veteran-owned businesses. Specifically, up to 12% preference points are available for certified small businesses majority-owned by veterans, with an additional 6% preference for eligible DEED/DHS providers. Contractors must be registered with the Department of Labor and Industry prior to contract award if performing construction services, and non-Minnesota contractors may be subject to 8% withholding on payments exceeding $50,000 unless exempt. The estimated contract value ranges between $15,000 and $20,000, with 20% of the project payment to be held until final testing of the upper valve portion. Notably, the project involves federal funding requirements, prevailing wage rates for Morrison County, and Buy America preferences mandating the use of American-made iron, steel, manufactured products, and construction materials.
