About this opportunity

The South Dakota Department of the Military is seeking electronic bids for a project to repave and restripe the POV (Privately Owned Vehicle) parking lot at Mitchell CSMS#1 in Mitchell, South Dakota. The project, identified as CFMO #467078, requires comprehensive site work including removing existing asphalt and concrete, milling and salvaging asphalt surfacing, installing new concrete curb and gutter, laying new asphalt pavement with granular base, and restriping to create 89 total parking spaces (including 4 handicap spaces). Electronic bids are due on February 13, 2025, at 2:00 PM CT, with mandatory site visits that must be scheduled in advance with Kelly Eitreim at 605-737-6273. Contractors must provide either a certified check/cashier's check for 5% of the bid amount or a 10% bid bond for bids exceeding $100,000. The project requires substantial completion within 27 calendar days from the Notice to Proceed, with an additional 14 days allowed for final completion, and liquidated damages of $575 per calendar day for delays in substantial completion and $300 per day for final completion delays.

No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the documentation. All contractors must be registered with SAM.gov and possess a South Dakota contractor's excise tax permit. Background checks are required for all project superintendents, who must be present on-site during all work activities. While no incumbent vendors are identified, the project involves replacing existing parking infrastructure at the Mitchell CSMS#1 facility. The contract requires performance and payment bonds for contracts exceeding $100,000, and contractors must integrate their work with existing site utilities and infrastructure. Though no explicit budget range is provided, the project involves comprehensive paving and restriping work, suggesting a substantial investment in infrastructure improvement. The project documentation indicates work is anticipated to begin between April and July 2025, with a required completion date by September 2025.
