About this opportunity
Palm Beach County Board of County Commissioners, Purchasing Department, is issuing Request for Pre-Qualification (RPQ #25-048/AU) to establish a pre-qualified vendor list for maintenance and repair of fuel systems equipment. The procurement encompasses diagnosing fuel system issues, providing written repair scopes, and performing repairs on aboveground and underground fuel storage tank systems, associated fuel delivery and dispensing systems, overfill prevention remote alarm systems, release detection monitoring equipment, fuel lines, day tanks, and fuel transfer pumps at various Palm Beach County locations including Belle Glade and Pahokee. Vendors must visually inspect all work sites prior to submission, with failure to attend mandatory site inspections resulting in ineligibility for specific projects. The initial pre-qualification submission deadline is May 23, 2025, at 4:00 p.m., though new vendors may submit at any time thereafter for evaluation and addition to the pre-qualified list. Once pre-qualified, vendors will receive project notifications on an as-needed basis and submit fixed-price quotes within five business days of receipt. Vendors must be licensed as Pollutant Storage System Contractors and comply with Palm Beach County Criminal History Records Check Ordinance requirements for work at critical facilities. All work must include manufacturer warranties on parts and a minimum six-month labor warranty, with completed work requiring signed work tickets and compliance documentation. Vendors must maintain Commercial General Liability insurance of $1,000,000 per occurrence, Business Auto Liability of $1,000,000 per accident, Workers' Compensation per Florida Statute Chapter 440, and Pollution Liability/Environmental Impairment Liability of $1,000,000 per occurrence.
A Small Business Enterprise (SBE) price preference of ten percent applies, whereby certified SBE bids within ten percent of the lowest non-SBE bid receive award consideration at their quoted price. S/M/WBE participation goals apply on a project-by-project basis with required Schedule 1 and Schedule 2 documentation; only firms certified by Palm Beach County at the time of solicitation opening are eligible to meet established Affirmative Procurement Initiative requirements. The contract explicitly excludes the purchase of stand-alone parts, emergency repairs that bypass the quote process, and maintenance or inspection services. Pricing must be submitted on county-provided response forms and remain firm for ten days from submission date, with projects valued at or below $99,999 authorized under this term contract and projects exceeding $100,000 requiring a separate formal competitive sealed bid process. The term contract is for sixty months or until estimated funding is expended, with an anticipated total value of $2,675,000 over the contract period. Payment is rendered only upon satisfactory completion and acceptance by the county, with invoices due within thirty days of service completion.
