Pricing must be submitted on a firm and fixed basis for the initial one-year period with labor rates quoted as flat hourly rates for on-site work with no travel hours or incidental fees permitted; all materials, parts, service, and equipment rentals must be provided at cost without markup. The contract requires maintenance of written heat safety plans for outdoor workers addressing water availability, breaks, shade access, air conditioning in vehicles, acclimatization practices, and employee training.
