About this opportunity
Fairfax County, Virginia, acting through its Department of Procurement & Material Management (RFP 2000004276), is soliciting sealed proposals through competitive negotiation to establish a three-year contract with two optional one-year renewal periods for the Rental Subsidy and Services Program (RSSP), which serves Fairfax County, the Cities of Fairfax and Falls Church, and the towns of Clifton, Herndon, and Vienna. The RSSP targets low-income households requiring rental subsidies and intensive support services to achieve housing stability, including individuals with physical, behavioral, and sensory disabilities; survivors of domestic violence; transition-age youth; and those experiencing homelessness. Required services encompass housing location and navigation, medium-to-long-term rental subsidies (ranging from 6 to 24 months), intensive case management with caseload limits of 15-20 cases per manager, employment services, health and behavioral health service coordination, public benefits assistance, financial planning, and flexible financial assistance. The program emphasizes trauma-informed care, Housing First principles, person-centered services, and compliance with the County's One Fairfax equity policy. Proposals will be evaluated on organizational qualifications and capacity (25 points), technical approach and program operations (40 points), best practices and equity commitment (20 points), and cost reasonableness (15 points). An optional pre-proposal conference was held on March 23, 2026, at 10:00 A.M. via Microsoft Teams, and sealed proposals were due electronically through the Bonfire portal (https://fairfaxcounty.bonfirehub.com) by April 16, 2026, at 3:00 PM. The contract specialist is Arzoo Amiri, reachable at 703-815-5960 or arzoo.amiri@fairfaxcounty.gov.
There are no specific set-aside designations noted in the RFP documents; however, the County is an Equal Opportunity Purchasing Organization that does not discriminate against faith-based organizations or any offeror based on race, religion, color, sex, national origin, age, disability, or other legally prohibited bases, and it affirmatively prefers small and minority businesses and women's business enterprises where applicable under federal requirements. The incumbent contractor currently operates under contract 4400010501. Offerors must comply with extensive federal and local requirements including Title 2 CFR Part 200 (Uniform Guidance), nondiscrimination statutes, the Davis-Bacon Act, anti-lobbying restrictions, and mandatory participation in the Homeless Management Information System (HMIS) using WellSky's ServicePoint platform for client-level data collection and management. All personnel must pass criminal background checks and driving record checks if providing transportation, and contractors must maintain HIPAA, ADA, and comprehensive data security compliance. Year 1 funding is anticipated at up to $3,000,000, subject to Board of Supervisors appropriation and program requirements; pricing must remain firm for the first two initial years and may increase in subsequent contract years based on the Consumer Price Index (CPI-U) not to exceed 3 percent. Contractors must maintain adequate insurance coverage, submit detailed cost proposals with separate budgets for start-up costs, staffing rosters with salary allocations, and comprehensive budget narratives, with administrative costs capped at 15 percent of total personnel and operating costs.
