About this opportunity

Volusia County, Florida is requesting bids for rental of landfill equipment for the Solid Waste Division at the Tomoka Landfill under IFB 26-B-122LS, with proposals due September 16, 2026 at 3:00 p.m. and questions due September 2, 2026. A 3% local preference applies to respondents with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to the closing date.

The scope includes rental of Caterpillar D6, D7, and D8 waste handlers and Caterpillar 826 and 836 compactors, or equivalent models, with daily (eight working hours), weekly (40 working hours), and monthly (176 working hours) rate options. Contractors must deliver equipment to the Tomoka Landfill within two business days of request, maintain equipment in good working condition, and provide replacement or trade-out at no additional cost if breakdowns occur. The County provides fuel and documents fuel levels at delivery and return. Contractors must submit pricing on a standardized Price Sheet indicating available quantities and daily, weekly, and monthly rental rates. All pricing must include delivery and transportation costs, discount percentages off standard public rates, and an insurance surcharge selection (flat-rate or percentage-based). Operators at an hourly labor rate may be proposed. Contractors must be authorized and licensed to provide landfill equipment rental services.

The County will award to the lowest responsive and responsible bidder and reserves the right to award to multiple vendors in its best interest. The initial contract term is three years with two optional one-year renewals, contingent on mutual written agreement and County Council approval. All pricing must remain firm for at least 90 days from the solicitation opening. Contractors must maintain commercial general liability insurance with $1 million per-occurrence / $2 million aggregate limits, workers' compensation insurance as required by Florida law, and equipment/inland marine insurance covering all rented equipment at full replacement value, with Volusia County named as additional insured. Evaluation criteria include lowest total rental cost, delivery capability, past performance (three relevant project references within the last three years), technical specifications compliance, and financial stability. Submission occurs through the County's eProcurement Portal with a non-mandatory opening on September 16 at 3:01 p.m. via Microsoft Teams. The County remits full payment within 45 business days of receipt on undisputed invoices and offers up to 1% monthly interest on invoices unpaid after 30 days. FEMA funding supports all or a portion of the contract, and contractors must comply with federal requirements including prevailing wage, debarment certifications, and domestic goods preferences.
