About this file

This Scope of Work document outlines the County of Volusia's requirements for rental of landfill equipment to be used by the Solid Waste Division at the Tomoka Landfill located at 1990 Tomoka Farms Road, Port Orange, Florida 32128. The County seeks authorized and licensed contractors capable of providing equipment rentals on multiple time-frame options: daily (eight working hours), weekly (forty working hours), and monthly (176 working hours). All equipment must be delivered to the Tomoka Landfill within two business days of request, with the contractor responsible for maintaining equipment in good condition, making necessary repairs, and replacing or trading out equipment at no additional cost to the County if breakdowns occur. The contractor must provide the newest models available from their inventory. The County will provide fuel for equipment operation and return it at the same fuel level as receipt, documented and signed by both parties at delivery.

Pricing shall be submitted on Attachment A - Price Sheet and must include all rental costs, delivery, and transportation charges, with bidders required to indicate available quantities of requested items. Contractors must offer a discount percentage off their standard rental rates charged to the general public, with this discount remaining firm for the agreement term. Contractors may propose surcharges for insurance costs but the County will not pay additional charges beyond the bid price. Contractors may also note incentives for departmental pickup and return of equipment. Operators may be requested at an hourly labor rate, which must be included in the pricing submission. The contractor is responsible for obtaining the ordering employee's name, legible signature, and correct department invoicing address for each order, with divisions having the option to request weekly, monthly, or per-order invoicing. Alternative equipment to items listed on the Price Sheet may be submitted in writing with detailed technical specifications for County approval.
