About this opportunity

The Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, acting on behalf of the Kentucky Communications Network Authority (KCNA), issued Request for Bid No. RFB-140-21 for the removal and transportation of 20 decommissioned telecommunications shelter units ("huts") from locations across Campbell County and throughout Kentucky. The project requires contractors to remove standardized hut structures (measuring 10 feet wide by 22 feet long by 9 feet tall) from 18 identified sites and transport them to receiving locations within 100 miles of each existing hut location, where the contractor must immediately unload the equipment and may subsequently demolish, dismantle, reuse, or dispose of the structures as appropriate. Prior to removal, the Commonwealth's contractor will disconnect electrical service and fiber cables and remove Commonwealth-retained equipment including all fiber optic cables, equipment racks, DC power equipment, diesel generators, and HVAC units; contractors must also address visible moisture damage, mold growth, and structural deterioration present in the huts. Bids were due on February 2, 2021, at 2:00 P.M. Eastern Time, submitted electronically through the MOVEit secure file transfer system as single combined PDF documents. Mandatory site visits were required, with contractors limited to one representative per company and scheduling coordinated through Mitch Powers at 502-226-0079 or mitchell.powers@ky.gov. The project is awarded on a lump sum bid basis to the lowest responsive bid from a responsible bidder, with potential for multiple contracts to be awarded; bids must include completion of all official bid document blanks, a 5% bid guarantee in the form of a bid bond or certified check, and sworn affidavits confirming compliance with Kentucky campaign finance laws, tax registration and payment status, workers' compensation and unemployment insurance requirements, and authorization to conduct business in Kentucky.

Reciprocal preference is applied to Kentucky resident bidders as defined by KRS 45A.490-494, requiring resident bidders to submit an affidavit of resident bidder status and demonstrate one year of continuous Kentucky business authorization, income tax filing, unemployment insurance fund payments, and active workers' compensation coverage. All bidders must be registered with the Kentucky Secretary of State and in good standing; foreign entities must submit proof of authority to transact business in the Commonwealth within fourteen days of bid opening, and all bidders must register with eMars (eProcurement) prior to contract award. Upon contract award, 100% Performance and Payment Bonds are required, along with Commercial General Liability Insurance with a combined single limit of $1,000,000 minimum and Automobile Liability Insurance with a combined single limit of $1,000,000, with the Commonwealth named as an additional insured. No specific incumbent vendor information or budget values are disclosed in the solicitation documents; however, the project scope involves removing and transporting equipment across 18 locations with extended work schedules ranging from March 29, 2021, through June 1, 2021, depending on site-specific requirements. All work must comply with Kentucky Division of Air Pollution Control regulations, tobacco-free workplace policies, and COVID-19 safety protocols including temperature checks and face mask requirements during site visits.
