About this file
This is a project summary document from the Kentucky Communications Network Authority (KCNA) regarding the decommissioning of 20 existing telecommunications shelters ("huts") that are being replaced as part of the KentuckyWired project. The huts are scheduled for removal between January and March 2021, with replacement dates ranging from February 19, 2020 to April 23, 2020. The structures are standardized units measuring 10 feet wide by 22 feet long by 9 feet tall, constructed with wood frame on painted "I" beam skid frames, and feature either brick panels (four units) or aggregate panels (sixteen units). All huts have a 36-inch wide steel entry door and vinyl flooring. The document provides a comprehensive table identifying all 20 hut locations across Kentucky, including site IDs, ring designations, host institutions, specific addresses, cities, and tentative replacement dates. Prior to hut removal, the Commonwealth's contractor will disconnect electrical service and fiber cables and remove Commonwealth-retained equipment including all fiber optic cables, jumpers, electrical equipment, racks, DC power equipment, external 50KVA diesel generators, automatic transfer switches, and HVAC units.
The decommissioning project requires the contractor to provide a receiving location within 100 miles of each existing hut to accept delivery of the transported structure. Upon arrival, the contractor must immediately unload the hut from the trailer. The contractor may subsequently demolish, dismantle, reuse, or dispose of the hut as appropriate. Commonwealth-owned items remaining in the huts and subject to removal before transportation include 200-amp single-phase electrical service panels and breakers, disconnect switches, alarm panels, lighting, receptacles, conduit, steel entry doors, exterior vents, and exhaust fans with louvers. The document notes that many huts exhibit visible moisture damage and mold growth, requiring contractors to implement appropriate precautionary measures. Additionally, the four brick-exterior huts show deterioration with panels pulling away from structures, and at least two units have missing brick panels.

Description of Huts
All of the huts are 10’W x 22’L x 9’ Tall. They are wood frame structures constructed on a painted “I” beam skid frame with a 36”W steel entry door and vinyl flooring. The exterior of four of the huts are brick panels.
The other sixteen huts have an exterior of aggregate panels. All of the huts have one steel entry door with most of the doors located on one end of the structure. It should be noted that many of the huts have visible moisture damage and signs of mold growth inside the structures. The contractor should take any precautions necessary related to mold. It should also be noted that the brick panels associated with the four brick exterior huts are pulling away from the structure. At least two of these structures are missing some brick panels.

Scope of Existing Related Hut Replacement Project
As part of the hut replacement project, the Commonwealth’s contractor will remove electrical service, fiber cables, and Commonwealth retained equipment from the existing hut and load the existing hut on a transportation trailer. The existing hut can be transported up to 100 miles from its original location. Once the existing hut is removed, the contractor will install and equip the new hut. The Commonwealth retained equipment from each hut includes:
All fiber optic cables, jumpers and associated termination equipment
All electric equipment, equipment racks and fiber management inside the huts
All DC power equipment (rectifiers and batteries) installed in equipment racks
External 50KVA diesel generator
Automatic Transfer Switch (ATS) installed on the wall inside each hut
Two 3-ton HVAC units installed on the end of each hut and associated controls
Scope of This Project
Contractor must provide a location within 100 miles of each existing hut location to receive the hut. Upon arrival, the contractor must immediately unload the hut from the trailer allowing it to be returned to service.
Contractor may demolish, dismantle, re-use or otherwise dispose of the hut as appropriate.
200 amp single-phase electrical service panel and associated breakers
200 amp single-phase disconnect switch
Alarm panel
Lighting, receptacles and associated conduit
Steel entry door
Exterior vent
Exhaust fan and louvers
