The South Carolina Department of Natural Resources Law Enforcement Division is soliciting sealed bids for the removal, destruction, and disposal of ten abandoned vessels in Charleston County waterways from Charleston Harbor north to Hamblin Sound, with bids due July 8, 2026 at 10:00 a.m. EST and award posting July 9, 2026. Contractors eligible for South Carolina Resident Contractor Preference or Resident Subcontractor Preference (2% or 4%, respectively) must claim the preference by line item.

The vessels range from 20 to 50 feet in length and include sailboats, houseboats, cabin vessels, and shrimp boats dating from the 1970s and 1980s. Specific vessel identifications, GPS coordinates, and hull identification numbers are provided in the map attachment. The scope requires comprehensive removal services including tug and/or crane operations, safe transport to drydock, and complete demolition and disposal in compliance with all applicable federal, state, and local regulations. All work is F.O.B. Destination to the designated receiving site, with the contractor bearing all liability and risk of loss until vessels reach drydock.

Bidders must submit fixed pricing for each of the ten vessels as separate line items and carry General Marine Liability Insurance with a minimum of $1 million coverage, plus Property and Indemnity Insurance covering crew with Jones Act coverage, wreck removal, and towing liability. The estimated contract term runs July 10 through October 31, 2026, with all vessels required to be removed within 90 days of purchase order receipt. Questions are due June 25, 2026 at 12:00 noon EST. Bidders are strongly encouraged to conduct site visits; no pre-bid conference is scheduled. Vendor registration with the State of South Carolina is mandatory. Offers may be submitted online through the SCEIS portal, by mail, overnight delivery, or in person; electronic facsimile and email submissions are not accepted.
