About this file
Amendment #1 to a sealed bid solicitation issued by the South Carolina Department of Natural Resources Law Enforcement Division pertains to the removal, destruction, and disposal of ten abandoned vessels located in Charleston County waterways from Charleston Harbor north to Hamblin Sound. The vessels, ranging from 20 to 50 feet in length and including sailboats, houseboats, cabin vessels, and shrimp boats from the 1970s and 1980s, require comprehensive removal services including tug and/or crane operations, safe transport to drydock, and complete demolition and disposal in compliance with all applicable federal, state, and local regulations. Sealed bids are due July 8, 2026 at 10:00 a.m. EST, with award posting scheduled for July 9, 2026. Questions must be submitted by June 25, 2026 at 12:00 noon EST. The contract term runs from July 10 through October 31, 2026, with all vessels required to be removed within 90 days of purchase order receipt. Site visits are strongly encouraged; however, no pre-bid conference is scheduled. Specific vessel identifications, GPS coordinates, and hull identification numbers are provided in supporting map documentation.
Contractors must submit fixed pricing for each of the ten vessels as separate line items, with all work priced on an F.O.B. Destination basis to the designated receiving site. South Carolina Resident Contractor Preference (2%) or Resident Subcontractor Preference (4%) may be claimed by eligible contractors on a line-item basis. Bidders must carry General Marine Liability Insurance with a minimum of $1 million coverage, plus Property and Indemnity Insurance covering crew with Jones Act coverage, wreck removal, and towing liability. The contractor bears all liability and risk of loss until vessels reach drydock. Vendor registration with the State of South Carolina is mandatory. Offers may be submitted online through the SCEIS portal, by mail, overnight delivery, or in person; electronic facsimile and email submissions are not accepted. The Procurement Officer is Andy Bowman, CPPB, contactable at (803) 734-3933 or BowmanA@dnr.sc.gov.

Vendor Questions and Answers:
Q1: If vessels are buried under the mudline, are contractors expected to remove sediment and material in order to fully remove the vessel, or can these be cut at mudline?
Answer: If a vessel is buried beneath the mudline, contractors would be expected to remove as sediment and material to fully remove vessel. If the damage done to sediment/material is detrimental to a critical shoreline they should contact SCDNR on how to proceed. However, the complete removal of the vessel is paramount with these solicitations.
All other terms and conditions remain unchanged
