Gwinnett County Board of Commissioners issued ITB BL105-23 for removal and replacement of epoxy floors at five park restroom locations, with bids due July 18, 2023, and a mandatory pre-bid conference on July 5, 2023, at Harbins Park Football Complex. Firms on the Gwinnett County ineligible source list are ineligible.
The scope encompasses removal and EPA-compliant disposal of existing epoxy flooring, moisture assessment and membrane installation (mandatory at all sites), substrate preparation, new epoxy floor installation with ceramic carpet finish, 6-inch epoxy cove base, and final cleanup across Duncan Creek Football Field (2 restrooms, approximately 360 sq. ft.), Harbins Park (6 restrooms across three locations, approximately 1,560 sq. ft.), McDaniel Farm Park (4 restrooms, approximately 1,040 sq. ft.), Settles Bridge Park (2 restrooms, approximately 360 sq. ft.), and Little Mulberry Park (2 restrooms, approximately 360 sq. ft.). Contractors may work simultaneously in multiple bathrooms at the same location. Grinding of existing floors to concrete is the preferred preparation method. All materials must be General Polymers products or approved equivalents. Work must occur during standard business hours (generally 7:30 a.m. to 4:00 p.m., Monday through Friday) with agreed-upon scheduling mandatory.
The successful contractor must hold manufacturer certification with a minimum of three years' comparable installation experience, source materials from manufacturers with at least five years' verifiable experience, and provide three professional references demonstrating similar completion within the past five years. Bidders must submit lump-sum pricing for each location, all-inclusive of labor, materials, travel, and equipment. Contractors must maintain comprehensive insurance (workers' compensation, commercial general liability $500,000 per occurrence, auto liability $500,000, umbrella liability $1,000,000) with Gwinnett County named as additional insured, provide a one-year warranty on all labor and materials, and comply with E-Verify participation under Georgia's Illegal Immigration Reform Enhancement Act with notarized affidavits. Sealed bids were due by 2:50 p.m. on July 18, 2023, with public opening at 3:00 p.m. the same day. Southern Flooring and Interiors was awarded the contract for $46,639.00.
