About this file

This is Addendum #1 to solicitation BL105-23 issued by Gwinnett County Board of Commissioners for the removal and replacement of epoxy floors at various parks locations. The project encompasses work at multiple park restrooms, including four restrooms at McDaniel Farm Park (two men's and two women's restrooms). The addendum clarifies key project specifications and requirements through a questions and answers format. Contractors are permitted to work simultaneously in multiple bathrooms at the same location, and the project schedule will be coordinated between the awarded contractor and the Department of Community Services following award. Formal bid submissions must be received no later than 2:50 p.m. on the deadline date specified in the original invitation to bid, with physical submissions required as Gwinnett County does not accept electronic submittals for formal solicitations at this time.

The addendum addresses critical technical specifications for floor preparation and material requirements. Grinding of existing floors and cove base to concrete is the preferred method rather than abrasive blasting, particularly in smaller restroom spaces with partitions. Contractors must include moisture membrane replacement costs as part of the lump sum pricing for each location, as the moisture membrane shall be replaced at all project sites. All bid submissions must be signed by an authorized representative acknowledging receipt and understanding of this addendum; failure to do so may result in the bid being deemed non-responsive. Firms currently listed on the Gwinnett County ineligible source list are prohibited from submitting bids.

ADDENDUM #1

BL105-23, Removal and Replacement of Epoxy Floors at Various Parks Locations

QUESTIONS & ANSWERS:

Q1. The spec page calls for a bead blast of the existing floor. Because the restrooms are so small and filled with partitions, achieving this will be difficult. Can we grind the floors in lieu of abrasive blasting? (The edges of the walls and around the partitions will have to be grinded anyways)

A1. Grinding the existing floor and cove base to concrete is preferred.

Q2. Section V of the bid lists a moisture barrier (if needed) as one of the materials. However, page 7 of the bid packet only allows for lump sum pricing. Please advise on how pricing for the moisture membrane should be included.

A2. The moisture membrane shall be replaced at each location. Contractors shall include the price of the moisture membrane as part of the lump sum pricing for each location.

Q3. Can we work in two bathrooms at a time (both the men’s room and women’s room at the same location at once)?

A3. Yes.

Q4. Is there a designated timeline for completion of the work?

A4. The project schedule shall be coordinated between the awarded contractor and the Department of

Community Services upon award.

Q5. The invitation to Bid shows that four restrooms need work at McDaniel Farm Park, but there is square footage listed for only two. Can you confirm the number of restrooms that need work at McDaniel Farm Park?

A5. There are four (4) restrooms at McDaniel Farm Park that need to be renovated (two men’s restrooms and two women’s restrooms).

This addendum should be signed in the space provided below and returned with your bid. Failure to do so may result in your bid being deemed non-responsive.
