About this opportunity
The Illinois Department of Transportation (IDOT) is soliciting bids for the removal and replacement of two culvert structures on FAP Route 17 (IL 64) in DeKalb County, Illinois, with electronic bids due to the iCX system before 12:00 p.m. on November 6, 2026. The source names no set-aside or preference program, and the contract will be awarded to the lowest responsive and responsible bidder.
Box culvert SN 019-2519 at IL 64 over a tributary to Owens Creek, about 0.3 mile east of McQueen Road in unincorporated South Grove Township, will be replaced with an elliptical 60"x38" pipe culvert. Box culvert SN 019-2004 at IL 64 over Tributary South Branch Kishwaukee River, about 0.6 mile west of Five Points Road in unincorporated Mayfield Township, will be replaced with double box culvert SN 019-2026. Additional work includes pavement resurfacing, guardrail removal and replacement, HMA shoulder replacement, and channel and slope grading across approximately 7.32 miles of gross length. The project is funded with Federal-aid construction funds for IDOT District 3.
Work is governed by the Standard Specifications for Road and Bridge Construction (adopted January 1, 2022, revised January 1, 2026), supplemental specifications, and recurring special provisions. These cover temporary stream crossings, concrete mixture quality control and assurance, traffic control surveillance, and environmental protections including wetland fencing and erosion control. Bidders must also address temporary support systems, stage culvert removal, temporary pavement, bridge traffic signals with microwave detectors, and modified urethane pavement markings. Work proceeds under Corps of Engineers Nationwide Permit #14 for linear transportation projects in waters of the United States, which expires March 15, 2031.
Utility relocations are anticipated to be complete by approximately April 1, 2027, and utility companies must relocate facilities within 90 days of award per SB 699. The source states no contract value, incumbent, or evaluation criteria beyond the lowest-responsible-bidder standard.
