About this opportunity

The Florida Department of Corrections is requesting replies to establish and evaluate a remote interdiction pilot program at Suwannee Annex Correctional Institution in Live Oak, Florida, under ITN FDC-ITN-27-015, with sealed replies due October 8, 2026, at 2:00 p.m. ET and a mandatory pre-reply conference and site visit on September 14, 2026, at 9:30 a.m. ET.

The Department seeks a non-lethal, artificial-intelligence-governed remote interdiction security platform deployed within one inmate housing unit to enhance institutional safety, reduce disturbances and assaults, and strengthen intervention and intelligence capabilities. The solution must provide real-time, metadata-rich forensic evidence of interactions and interdiction events. Vendors must comply with federal and state regulations, undergo background checks, maintain confidentiality, and satisfy IT security requirements including CJIS compliance and Department procedure adherence.

Vendors must submit a reply bond of $100,000 and a letter of commitment for a performance bond of $1 million, with financial stability documentation required as a pass/fail mandatory responsiveness threshold. The initial contract term is up to one year, with the Department retaining the option to renew for up to three additional years at the same prices, terms, and conditions, contingent upon satisfactory performance. The Department intends to award one contract based on funding availability and service needs but reserves the right to enter into multiple contracts.

Technical evaluation will be scored on 750 points across experience and ability to provide services, remote interdiction pilot project plan components, and reporting capabilities. Cost evaluation will award a maximum of 250 points using a comparative formula based on the lowest grand total price submitted. Performance measures include $500 per day for late deliverable submissions, $500 per day for system unavailability, and $100,000 per unauthorized or unnecessary use of force incident. Written inquiries are due September 16, 2026, at 5:00 p.m. ET. Evaluation team meetings commence October 14, 2026, anticipated negotiations are scheduled for November 2026, and posting of the intent to award is anticipated for November 20, 2026.
