About this file

This is Addendum #001 to an Invitation to Negotiate (ITN) issued by the Florida Department of Corrections for the Remote Interdiction Pilot Program (FDC ITN-27-015). The addendum, dated September 24, 2026, provides the Department's written responses to vendor inquiries submitted prior to the bid submission deadline of October 8, 2026, at 2:00 p.m. ET. The Department seeks to establish a remote interdiction pilot program at Suwannee Annex Correctional Institution utilizing a non-lethal, artificial-intelligence-governed remote interdiction security platform within one inmate housing unit. Key clarifications in the addendum address network access, building infrastructure, system performance measures, historical data availability, video recording protocols, and bathroom camera installation possibilities. The Department confirmed that vendors will not have access to the Department's network or live camera feeds, though equipment installation in approved locations is permitted with vendor-managed infrastructure modifications and security measures. The Department indicated willingness to work collaboratively on site accommodations, including potential housing unit changes, subject to written approval and operational requirements assessment.

The addendum addresses critical compliance and operational questions regarding the pilot program. Concerning performance measures, the Department confirmed that the negotiation phase permits discussion and collaborative definition of terms related to the $100,000 financial consequence for unauthorized or unnecessary use of force incidents, including determination of responsibility and system malfunction definitions. The Department clarified that all video and sensor data must comply with CJIS security requirements, with off-site or vendor-cloud storage permitted under GPM 01 and IT 01 requirements. Record retention will be governed by GS1-SL Item #302 for Surveillance Recordings, with further clarification available during negotiations. Additionally, the Department indicated openness to discussing optional privacy-masking camera enhancements for bathroom areas to support safety monitoring while protecting inmate privacy, with further redaction and anonymization requirements subject to vendor proposal specifics and Department negotiation.

1. Can the Vendor install equipment (servers) in local

Officer Control Room and/or the Server room?

b. Can the Vendor have remote and local live access to existing cameras?

3. Performance Measures

a. ITN § 3.8, PM 06 states that the remote interdiction system “shall not malfunction in any way that would cause an unauthorized or unnecessary Use of Force” and imposes a financial consequence of $100,000 per occurrence. Given that Department personnel will monitor the system, authorize its use, and retain the ability to stop its operation, will the Department permit PM 06 to be discussed and negotiated during the Negotiations phase of the ITN so that the Department and the Vendor may collaboratively define what constitutes an “unauthorized or unnecessary Use of Force” and a system “malfunction,” establish how responsibility will be determined, and agree upon an appropriate financial consequence?

a. The Department and vendors may discuss final contract terms and conditions during the negotiations.

4. Historical Data

a. Can the Vendor have access to a corpus of video data for video analytic and AI model training purposes?

a. No, the Department cannot provide this information.

Questions Answers

5. Recording

a. ITN § 5.22 cites GS1-SL for record retention, but GS1- SL has no record series for surveillance/use-of-force video

— it only covers contract and administrative records.

Which schedule governs pilot video and sensor data (GS2, an FDC individual schedule, or another authority)?

b. GPM 01, Item 13 already lists “vendor cloud” as an acceptable inference/storage location to propose for approval — given that, does CJIS Security Policy apply to this video and sensor data, and if so, does that restrict off-site or vendor-cloud storage?

c. Does FDC have a mandatory access-control standard for forensic data?

a. GS1-SL covers several different types of records for State and Local Governments, including but not limited to Item #302 Surveillance Recordings. The Department and the Contractor may further clarify record retention requirements during negotiations.

b. All data must be maintained in a CJIS-compliant manner.

Off-site or vendor-cloud storage may be permitted.

Please see Section 3.6.1, General Program Management Requirements (GPM), GPM 01, and Section 3.6.2, Information Technology (IT) Requirements, IT 01.

c. The Department and vendors may clarify access-control standards for forensic data during negotiations.

6. Showers/Bathrooms

a. FDC currently does not utilize cameras inside bathroom areas. Would the Department permit the Vendor, as an optional enhancement, to provide cameras in these areas that use privacy masking to blur inmate genitalia and buttocks while allowing monitoring intended to help deter assaults, PREA incidents, contraband distribution, and other unauthorized activities?

b. Are there additional redaction/anonymization requirements?

a. The Department and the vendor may discuss the viability of camera options covering bathroom areas that protect

Inmate privacy.

b. The Department and the vendor may discuss further requirements based on solutions proposed by the vendor.
