About this opportunity

The Dougherty County School System (DCSS) in Georgia is conducting a sole-source procurement for remote evaluation services. The services to be provided include initial and re-evaluation assessments conducted virtually by licensed psychological professionals, personalized diagnostic reports generated through proprietary software with recommendations suitable for Individualized Education Plans (IEP) and Section 504 plans, virtual consultations to review evaluation results, and access to proprietary scheduling software and delivery models. The contract term spans eight months from November 1, 2022, through June 30, 2023, with a minimum of 30 evaluations per month for a total program scope of 250 evaluations. The services are designed to support students requiring learning disability assessments and educational planning support. The DCSS issued a Notice of Intent to Award (NOIA) on November 4, 2022, with interested parties required to submit written responses indicating their interest and capability by November 11, 2022, at 12:00 PM EST. Any responses must include the firm's name, address, point of contact, telephone number, email, and a detailed statement demonstrating capability to meet or exceed the services provided by the incumbent contractor. The evaluation criteria require clear and convincing documentation that competition would be advantageous, cost-effective, time-efficient, and supportive of the initiative's mission objectives.

This procurement is designated as a sole-source award, which restricts the types of organizations eligible to respond; only firms capable of demonstrating they meet or exceed the proprietary services offered by the incumbent contractor will be considered for competitive evaluation. The incumbent contractor is Marker Learning (operating as Jayne B. Company d/b/a Marker Learning), which has been identified as the exclusive provider of the combined proprietary remote evaluation systems and services. The existing contract with Marker Learning specifies a total program cost of $222,500, calculated at $890 per evaluation for 250 evaluations, with full payment due at the start of the service term on November 1, 2022. The contract includes standard terms covering security and data privacy compliance, professional services delivery by licensed practitioners, intellectual property rights, confidentiality obligations, and limitation of liability provisions. Purchases exceeding $50,000 will require approval from the Dougherty County Board of Education. The DCSS will not be responsible for any costs incurred by respondents, and the Director of Logistical Services and sourcing Buyer retain sole discretion to determine whether competitive procurement should be conducted. All inquiries must be submitted in writing to Sharonda Thompson, Director of Logistical Services, with the project ID (SN-SoleSource-64710-46) noted in all documentation.
