About this opportunity
The Bergen County Utilities Authority (BCUA) in New Jersey is issuing a reissued Request for Pre-Qualification (RFPQ) for Engineering, Architectural and Land Use Professional Services, with a submission deadline of February 13, 2026. This procurement seeks qualified firms to provide consulting services across multiple categories, including Real Property Appraisal Services, Construction Management Services, Consulting Engineer Services, Geographic Information System Maintenance Services, Architectural Design Services, Natural and Historic Resources Consulting, and ESIP Consulting Engineer Services. Respondents may submit qualifications for one or multiple service categories and will be evaluated based on their professional, administrative, and financial capabilities. No pricing information or cost proposals are requested at this qualification stage. At the time of contract award, firms must maintain minimum insurance coverage including Workers Compensation in legally required amounts, $2 million in Professional Liability coverage, and $2 million in General Commercial Liability coverage. The procurement process is not subject to the Local Public Contracts Law but is subject to New Jersey's "Pay-to-Play" Law, and contract terms are established as two years unless otherwise specified, contingent upon fiscal year funding availability.
This opportunity is designated for firms that did not submit in the previous RFQ cycle. All respondents must complete and submit several mandatory compliance documents, including an Ownership Disclosure Statement, Certification of Noninvolvement in Prohibited Activities in Russia or Belarus, Disclosure of Investment Activities in Iran form, General Terms and Conditions Acknowledgment Form, and mandatory Affirmative Action Language exhibits. Respondents must comply with non-discrimination provisions, prevailing wage requirements, and EEO/Affirmative Action regulations, with contractors subject to goods and services contracts required to submit either a Letter of Federal Affirmative Action Plan Approval, Certificate of Employee Information Report, or completed Form AA-302 after award notification. All bidders must submit a certified check, cashier's check, or bid bond equal to ten percent of the total bid price (not to exceed $20,000) along with a Certificate of Consent of Surety confirming availability of a performance bond for one hundred percent of the awarded contract amount. Comprehensive General Liability and Comprehensive General Automobile Liability coverage of $1,000,000 each are required, with Worker's Compensation Insurance featuring Employer's Liability of $500,000, all naming BCUA as an additional insured. No specific award values or budget ranges are disclosed in the procurement documents; respondents should submit qualifications electronically through the Euna E-procurement portal accessible via www.BergenBids.com.
