About this opportunity

The City of Austin Watershed Protection Department is issuing an Indefinite Quantity (IFQ) solicitation for the supply of reinforced concrete arch pipe and related components, including 13" x 22" arch reinforced concrete pipe (Class V), reinforced concrete pipe sloped/mitered end sections with 18" arch end featuring a 3:1 slope, and associated delivery services. Qualified respondents must be manufacturers, haulers, or truckers with a minimum of three years' experience providing reinforced concrete pipe products within the previous five-year period and must maintain a full-time permanent business address accessible Monday through Friday, 8:00 a.m. to 4:30 p.m. All products must comply with City Standard Specifications and Details (items 503S, 508S, and 510) and applicable ASTM standards (C76, C478, C506, and C1433), with a Manning "n" value of 0.013 or less. Bidders must submit technical literature and independent laboratory certification of ASTM compliance, confirm order quantities within 24 hours of notification, and deliver products within five business days of order placement, with delivery to the Watershed Protection facility at 901 Dalton Lane, Austin, Texas 78742 (Monday through Thursday, 7:00 a.m. to 2:00 p.m.). Pricing must be submitted on an FOB Destination basis with all freight charges included, and the City will award based on lowest offer meeting minimum requirements. Quotes are due May 11, 2026, at 10:00 AM via email to Coral Arce at coral.arce@austintexas.gov, with no minimum order quantities required.

The solicitation initially targets certified HUB or M/WBE vendors; if adequate quotes are not received, the solicitation will be posted publicly on the City's Austin Finance Online website and distributed to all registered vendors for applicable commodity codes. The City of Austin is exempt from federal excise and state sales tax, so tax must not be included in quoted prices. All offerors are required to complete City of Austin Wage Theft Training within 30 days of contract award and must certify they have not been adjudicated for wage theft offenses within the five years prior to submission. Standard insurance requirements include workers' compensation, commercial general liability with minimum limits of $500,000 per occurrence, and business automobile liability with minimum combined single limits of $500,000 per occurrence. Payment terms are net 30 days from receipt of properly documented invoices upon delivery of goods. The City reserves the right to award a single contract based on overall low cost or multiple awards by category, and may alternatively utilize cooperative purchasing agreements or purchase on the open market if products are unavailable, charging contractors the price differential. No specific contract value or budget range is disclosed in the solicitation documents.
