About this opportunity

The Nevada Department of Public Safety/State Fire Marshal's Office (SFMD) is soliciting proposals through Request for Proposals 65DPS-S3744 for the rehabilitation of fire investigation burn cells located in Churchill County. The project requires qualified vendors to provide comprehensive demolition, removal, and disposal of materials and debris from four burn cells (two semi-trailer units and two stand-alone units), followed by complete reconstruction and restoration of these training facilities. The SFMD utilizes these fire investigation props to provide specialized fire investigation training to fire and law enforcement agencies throughout Nevada, with plans to expand training to other states, conducting training two to three times annually with an anticipated 45 students per year pursuing Nevada Fire Investigator certification. Each burn cell must be completely reconstructed following each burn event and can be configured as a living room, bedroom, or other configurations. Vendors must submit proposals by March 26, 2026, at 2:00 p.m. PST through nevadaepro.com, with written questions due by March 12, 2026, and references due by March 25, 2026. Evaluation will be based on technical factors weighted at 65 percent (including records from previous projects, vendor qualifications, comparable project experience, personnel availability, and understanding of constraints) and cost weighted at 20 percent, with notice of award estimated for April 2, 2026, and contract commencement on July 1, 2026, for a three-year term subject to Board of Examiners approval. Mandatory vendor qualifications include Nevada law compliance, a no-boycott-of-Israel agreement, nevadaepro.com registration, a current Nevada business license, and active sam.gov registration.

The State of Nevada awards a five percent preference to Nevada-based businesses as defined by Nevada Revised Statutes Section 333.3351 to 333.3356, though no set-asides are explicitly designated for disadvantaged enterprises in this solicitation. Vendors must obtain and maintain comprehensive insurance coverage throughout the contract term, including Commercial General Liability with a $2,000,000 General Aggregate limit and $1,000,000 per occurrence, Automobile Liability with $1,000,000 Combined Single Limit, Workers' Compensation at statutory limits with $100,000 per accident Employers' Liability, and Professional Liability of $1,000,000 per claim and $2,000,000 annual aggregate; all policies must name the State of Nevada as an additional insured. The contract budget does not exceed $322,768.53, with payment structured as 50 percent upon scheduling the start date for demolition work and the remaining 50 percent upon SFMD approval following completion inspection. Vendors must disclose all subcontractors and complete pre-work and post-work inspection forms documenting trailer and equipment condition. The State strongly prefers vendors accept the standard form contract and insurance schedule as written, with any proposed modifications requiring redlined justification. No incumbent contractors are identified in the solicitation materials.
