About this opportunity

The Nevada Department of Public Safety, State Fire Marshal's Office, is soliciting proposals through RFP 65DPS-S3656 for the rehabilitation of fire investigation burn cells located within the Fire Training Bureau in Churchill County. The project encompasses demolition, removal, and disposal of materials and debris from four burn cells—two semi-trailer cells and two stand-alone cells—followed by complete reconstruction and restoration to support fire investigation training for fire and law enforcement agencies throughout Nevada and potentially other states. The SFMD conducts training two to three times annually with approximately 45 students per year pursuing Nevada Fire Investigator certification. Mandatory requirements include Nevada business license registration, sam.gov entity registration, compliance with Nevada indemnity law, agreement not to boycott Israel, and data encryption with stateside data maintenance. Evaluation will employ a weighted scoring methodology comprising four technical factors: records from previous projects and cost control (20 percent), comparable work experience (15 percent), personnel availability (15 percent), and understanding of constraints (15 percent), plus a cost factor valued at 20 percent. All vendors must meet minimum insurance requirements including Commercial General Liability ($2,000,000 general aggregate/$1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Worker's Compensation at statutory limits with $100,000 per accident Employer's Liability, and Professional Liability/Errors and Omissions ($1,000,000 per claim/$2,000,000 annual aggregate). Questions are due by January 30, 2026, at 5:00 p.m. PST; reference questionnaires must be submitted by February 24, 2026, at 5:00 p.m. PST; and proposals are due February 25, 2026, at 2:00 p.m. PST, with an estimated notice of award on March 5, 2026, and anticipated contract start date of July 1, 2026.

The State intends to award one contract for a three-year term subject to Nevada Board of Examiners approval, with a maximum contract value capped at $322,768.53. Nevada-based businesses receive a five percent preference as defined in NRS 333.3352(1), and the State may apply an inverse preference to out-of-state vendors from states imposing in-state preferences. The solicitation does not identify any incumbent contractors or set-asides for disadvantaged enterprises, though vendors must provide reference questionnaires evaluating their knowledge, expertise, quality of work, schedule adherence, customer service responsiveness, and overall performance on comparable projects. Payment is structured with 50 percent of demolition and reconstruction costs invoiced upon scheduling the start of work and the remaining balance due upon project completion and SFMD approval inspection. All responses must be submitted through nevadaepro.com, and vendors must provide detailed cost proposals identifying itemized costs for demolition and project expenses separately, along with any contingency or reserve amounts. Insurance certificates (ACORD form or equivalent) must be provided prior to commencing work, with all insurers maintaining a minimum A.M. Best rating of A-VII and Nevada licensure.
