About this opportunity

The State of Colorado Department of Personnel & Administration, Division of Finance and Procurement, State Purchasing Office, acting on behalf of the Office of State Planning and Budgeting (OSPB), is procuring Third Party Analyst services through Request for Proposal RFP-MR-15-001 to evaluate Regional Tourism Act (RTA) applications. The procurement seeks a qualified contractor with expertise in economic and financial analysis to conduct comprehensive evaluations of approximately 6 to 10 initial regional tourism project applications, with each analysis requiring two face-to-face meetings with applicants, competitive market analysis, economic impact modeling, and state fiscal impact assessment. Deliverables include written reports with executive summaries and recommendations for each project evaluation, with pricing structured as a fixed price per Economic and Financial Analysis Report and an additional fixed price for re-analysis of revised applications, with prices remaining constant regardless of application volume. Contractors must possess a minimum of two years of experience within the past six years in general economic or financial analysis, with preferred experience in public economic analysis, public fiscal analysis, and state and local tax policies. The RFP evaluation will prioritize technical proposal quality, contractor qualifications and experience, cost effectiveness, and compliance with contract terms. Proposals are due by October 3, 2014, at 1:00 PM Mountain Time, with public opening scheduled for 2:00 PM the same day; the contract will be effective upon execution and terminate on June 30, 2015, with no renewal options and all delivery costs included in quoted prices.

The RFP does not identify any set-aside designations or restrictions limiting response eligibility based on business classification, though vendors may self-identify as minority-owned, woman-owned, veteran-owned, disadvantaged business enterprises, or Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the Center for Veteran Enterprise as requested in the Vendor Disclosure Statement. All contractors must be registered with Colorado Vendor Self-Service (VSS) by the closing deadline to be eligible for award and must comply with the State of Colorado Environmentally Preferable Purchasing Policy requirements. The RFP does not identify any incumbent vendors or current contractors, nor does it specify existing infrastructure or technology requiring integration. No budget ceiling is established for this project, and award values are not specified; however, the State reserves the right to award to a single contractor or multiple contractors based on the best interests of the State. All materials and reports developed by the contractor become the exclusive property of the State and cannot be released without written approval from OSPB management. Payment is expected within net 30 days of satisfactory completion of deliverables, with proposals valid and pricing held for the first 12 months of any resulting award.
