About this opportunity

The Michigan Department of Health and Human Services (MDHHS) issued a Request for Proposal (RFP #AFPRR18-99004) for Regional Resource Team Contracts to provide Adoptive and Foster Parent Recruitment and Retention (AFPRR) services across two designated geographic regions (1a and 1b) in Michigan. The procurement seeks qualified contractors to deliver six key service categories: recruitment of foster and adoptive families, supportive services for foster/adoptive/kinship families, training for foster and adoptive families, management of new inquiries through the 855-MICHKIDS hotline, Navigator inquiry support services, and program evaluation. Region 1a encompasses nine counties in northern Michigan, while Region 1b covers five counties in Michigan's Upper Peninsula, each with specified minimum staffing requirements including supervisors, recruiters, trainers, and navigators. Contractor services are anticipated to begin May 1, 2018, and continue through December 31, 2020, with potential renewal for up to five additional one-year periods at MDHHS discretion. Proposals were due March 30, 2018, with questions required by March 16, 2018, and bidders were required to submit separate proposals for each geographic region. Evaluation criteria consist of four categories: Bidder Experience and Past Performance (20 points), Education/Credentials and Qualifications (10 points), Staffing/Training/Organization/Location (20 points), and Program Implementation/Work Plan (50 points), with a minimum score of 80 points required for consideration. Pricing must be submitted separately on Exhibit B - Pricing Matrix through the SIGMA Vendor Self Service (VSS) platform using unit rate/actual cost contract structures, with transportation costs incorporated into unit rates.

Current Michigan state employees are ineligible to bid on this procurement. All contractors must conduct ICHAT checks, Central Registry checks, and sex offender registry checks for all employees and subcontractors with client contact. No specific set-asides for disadvantaged enterprises or minority-owned businesses are mentioned in the procurement documents. The contract is governed under P.A. 2080 of 1939, and contracts exceeding $500,000 require State Administrative Board approval. The maximum award totals $1,310,000 across the three-year contract period, with Region 1a funded at $752,500 and Region 1b at $557,500, structured as Year 1: $262,000 combined ($14,800 for Region 1a and $9,100 for Region 1b); Year 2: $524,000 combined ($150,500 for Region 1a and $111,500 for Region 1b); and Year 3: $524,000 combined ($301,000 for Region 1a and $223,000 for Region 1b). Standard MDHHS terms and conditions apply, including requirements for commercial general liability insurance of $1,000,000 per occurrence and auto liability of $1,000,000 per occurrence, compliance with IT security policies, electronic invoice submission within 45 days, and maintenance of financial records for four years following contract termination.
