About this file

This is a Questions and Answers document for RFP #180000001435 issued by the State of Michigan for the AFPRR18-99004 contract. The contract involves providing services related to recruitment, retention, and PRIDE training for relative caregivers across designated county groupings in regions 1a and 1b. The anticipated contract start date is May 1, 2018, with the first fiscal year concluding on September 30, 2018. The scope of work includes Service #1 (recruitment presentations), Service #2 (retention activities), and Service #3 (PRIDE training coordination), with specific deliverables outlined in county-level AFPRR plans. The document clarifies that the "relative licensing specialist" position referenced in the RFP was an oversight and will not be required for these regional contracts.

Bidders must submit proposals based on unit rates rather than cost reimbursement billing, with one hour of time equaling one unit as the standard measurement. Travel expenses for recruitment, retention, and PRIDE training activities must be incorporated into unit rates, with time calculated based on actual hours spent including travel time. Day care costs provided to relative caregivers attending PRIDE training must be rolled into unit rates, while conference coordination costs may be billed as actual costs. Supervisor time and all reporting requirements are billed according to the unit definition. Navigator training time can be charged to units if the training is required and relevant to the employee's role. The document does not specify total contract values or funding sources but indicates that actual cost components exist within the funding structure.
