About this opportunity

The City of Santa Cruz Water Department is seeking bids for a Regional Drought Resiliency Project involving construction of an intertie pipeline system between Santa Cruz and Scotts Valley Water District. The project will construct approximately 8,000 linear feet of new 12-inch-diameter bidirectional pipeline and a pump station to facilitate water supply transfers during wet and dry seasons. Only five prequalified contractors are eligible to bid: Anderson Pacific Engineering Construction, Monterey Peninsula Engineering, Mountain Cascade, Pacific Underground Construction, and Specialty Construction Inc. Sealed bids will be received through the city's e-procurement portal until July 9, 2024, at 3:00 PM, with a mandatory pre-bid conference scheduled for June 25, 2024. The project has a contract time of 510 calendar days and requires contractors to self-perform at least 50% of the work. Bidders must provide comprehensive documentation including bid security, proposed suppliers, subcontractors, and various compliance certifications.

The procurement has specific local hiring requirements, with a goal of employing qualified individuals who are residents of Santa Cruz County. Funding for the project will come from the Department of Water Resources' Urban and Multibenefit Drought Relief Grant, supplemented by capital improvement budgets from the City of Santa Cruz and Scotts Valley Water District. The estimated total bid price ranges from $6.3 to $7.7 million. Contractors must be registered with the Department of Industrial Relations and maintain appropriate licensing. Bid security of 10% is required, and the contract will be awarded to the lowest responsive and responsible bidder. The project includes compliance mandates for prevailing wage regulations, California Air Resources Board requirements, and specific environmental considerations, including protection of Sandhills habitat. The infrastructure will enable water transfers between the two districts, enhancing regional water supply resilience during drought conditions and facilitating bidirectional water movement based on seasonal availability.
