About this opportunity

The Oregon Department of Transportation is requesting proposals for Region 1 On-Call Graphics Support Services under RFP 73000-00017224, with proposals due September 3, 2026. ODOT anticipates awarding up to 4 Price Agreements from this solicitation with a combined Not to Exceed amount of $250,000 and no guarantee of minimum work assignments per awardee.

Proposers are not required to provide all graphics services listed in the RFP but must clearly specify which services they propose to deliver and demonstrate proficiency with the relevant software (desktop publishing, CAD, GIS, and presentation software) for the specific deliverables claimed. Scope includes graphic layouts, graphic elements, technical illustrations, photo simulations, advertisements, photography, videography, technical report compilation, and printing coordination. Deliverables must be submitted in native software formats (primarily Adobe Creative Suite) as drafts within two business days, with revisions required within ten business days.

Minimum qualifications require at least 2 years of experience providing the requested services and a minimum of 2 years of experience on at least 4 projects with state or local government agencies. A 12% Certified Small Business aspirational target applies to work orders that are state-only funded and exceed $100,000.

Evaluation is based on General Qualifications (30 points maximum), Experience of Key Staff (10 points maximum), Project Samples (60 points maximum), and pricing (15 points for lowest-cost, 10 for second, 5 for third). Pricing is evaluated on fully-burdened hourly billing rates for the Project Manager classification, which is the primary evaluated position. Proposers may propose up to seven additional key staff members with rates, though supplemental staff will not be formally evaluated.

The initial contract term begins January 2027 for 3 years with options to renew up to a maximum of 5 years. Professional liability insurance must be $1 million per claim with $2 million annual aggregate; commercial general and automobile liability each require $1 million coverage. Questions are due at least 10 calendar days prior to the proposal deadline. The Notice of Intent to Award is estimated approximately 3 weeks following Bid Opening. All vendors must register in OregonBuys to submit proposals.
