About this file

This is a Question and Answer document issued by the Oregon Department of Transportation (ODOT) Procurement Office regarding OregonBuys Bid Solicitation #73000-00017224 for Region 1 On-Call Graphics Support Services. The document, dated August 4, 2026, addresses inquiries from proposers regarding the minimum qualifications and service requirements outlined in the RFP. The solicitation seeks graphics support services that may include civil engineering-related renderings and work utilizing Computer-Aided Design (CAD) software or equivalent tools. According to ODOT's response to the first question, proposing firms are not required to provide all graphics services listed in the RFP but must clearly indicate which specific services their firm proposes to provide in their response to Evaluation Item 1.

ODOT clarified that firms are not automatically disqualified from proposing if they lack the capability to produce all listed graphic materials. However, any firm must possess and demonstrate proficiency in the software required to produce the specific graphic deliverables they propose to provide. This framework allows firms to compete based on their particular expertise and service offerings while ensuring that proposed services align with the technical capabilities claimed by each proposer.

Region 1 On-Call Graphics Support Services

This Questions and Answers document is ODOT’s response to questions asked by parties interested in this Solicitation/Request For Proposal (“RFP”). The responses are being made available to all parties interested in this RFP. This Questions and Answers document does not change or otherwise modify the RFP documents; the RFP documents can only be changed by Addendum issued in OregonBuys.

1. Question:

The RFP references "civil engineering related renderings" (2.3 OVERVIEW, BACKGROUND and PURPOSE) and "Computer-Aided Design ("CAD") software" ( 3.1 MINIMUM QUALIFICATIONS) experience but both times in a noting that these skills/requirements "may include, but are not limited to" If an agency does not utilize CAD and is not able to produce civil engineering related renderings, will they be considered as not meeting the minimum requirements of this RFP?

Response:

RFP Section 3.1 includes a general list of the type of software commonly used to provide services described in this RFP. A firm is not excluded from proposing if it does not have the capabilities to produce all the graphic materials listed in Section 3.5.2.1; however, a firm is required to possess and demonstrate proficiency in using software required to produce the graphic materials (Deliverables) they are proposing to provide. These proposed services would be stated in the proposal in response to Evaluation Item 1 (Section 3.5.2.1) which states that firms are not required to provide all graphics services, but must indicate which Services your firm is proposing to provide.
