About this opportunity

Hawaii County, operating through the State of Hawaii Department of Land and Natural Resources, Division of Boating and Ocean Recreation, is soliciting bids for refuse collection and disposal services at Honokohau Small Boat Harbor and Keauhou Small Boat Harbor in the North Kona District, with proposals due August 28, 2026.

The twelve-month contract, commencing on or after November 1, 2026, requires the vendor to provide labor, transportation, equipment, and refuse containers. At Honokohau, the vendor must deploy seven six-yard dumpsters emptied four days per week (Monday, Wednesday, Friday, Saturday between 6:00 a.m. and noon) to handle up to 168 cubic yards of weekly refuse. At Keauhou, one six-yard container emptied three days per week (Monday, Wednesday, Friday between 6:00 a.m. and noon) accommodates up to 18 cubic yards weekly. Containers must be uniform, equipped with lids and wheels, and maintained through regular painting, repairs, cleaning, and weekly disinfectant spraying. Collection trucks must be constructed to prevent leakage during transit. The vendor must perform at least twenty percent of contract work with its own organization and workforce.

The contract is structured as four line items: 168 cubic yards at Honokohau at bidder-determined unit price; a $50,000 allowance for additional or excess refuse and bulky items at Honokohau; 18 cubic yards at Keauhou at bidder-determined unit price; and a $10,000 allowance for additional or excess refuse and bulky items at Keauhou. Award goes to the lowest responsible total sum bid. Liquidated damages of $100 per calendar day apply for work completed beyond the contract period. Performance and payment bonds are required under Hawaii Revised Statutes Sections 103D-324 and 325.

The contract includes an optional extension for up to three additional twelve-month periods upon mutual written agreement without re-bidding. The vendor must obtain tax clearance certificates from the Hawaii Department of Taxation and Internal Revenue Service, a general excise tax license, and certificates of compliance from the Department of Labor and Industrial Relations and Department of Commerce and Consumer Affairs prior to commencing performance. Addendum 1 was issued August 14, 2026, revising specifications.
