Bidders must be licensed contractors in good standing with the state and must provide proof of contractor's license, workers' compensation insurance, and commercial general liability and automobile liability insurance with minimum limits of $2,000,000 per occurrence. A mandatory pre-bid meeting is scheduled for August 13, 2025, at 11:00 AM Eastern at the Glenville State football stadium parking lot, technical questions must be submitted by August 15, 2025, at 2:00 PM Eastern, and bids must be submitted electronically through wvOASIS by August 22, 2025, at 10:30 AM. Work must be completed within 90 days of receiving a Notice to Proceed, with liquidated damages of $1,000 per working day applying for delays beyond the 90-day completion period. Required equipment includes a mini excavator (5,000-10,000 pounds operating weight with minimum 24 net horsepower), a compact skid steer loader (minimum 1,500-pound rated capacity with at least 40 net horsepower), a pipeline inspection camera capable of inspecting 4-inch diameter pipes, and approximately 50 tons of topsoil with appropriate seed, mulch, lime, and fertilizer.
Bidders must comply with West Virginia Code provisions regarding domestic steel products and local labor market hiring requirements (75% local hiring for projects exceeding $500,000); however, the project is not subject to Davis-Bacon wage rate requirements. All vendors must obtain all necessary local, state, and federal permits and are responsible for compliance with West Virginia Erosion and Sediment Control Field Manual specifications.
