About this opportunity

The County of Orange Probation Department is soliciting competitive bids for Recruitment Assessment and Testing Services through Invitation for Bid (IFB) # 057-2921001-YG1. The procurement seeks a vendor to provide standardized entry-level selection exams for Adult Corrections Officer (ACO), Probation Corrections Officer (PCO), and Probation Officer (PO) classifications, using a single exam approved by the Board of State and Community Corrections (BSCC). Deliverables include paper-and-pencil, in-person computer-based, and online remotely proctored exams to be administered at County locations in Santa Ana. Vendors must be capable of offering exam formats that accommodate various candidate testing preferences, including electronic delivery of candidate scores twice weekly. The solicitation requires bidders to submit comprehensive pricing structures for different exam formats and candidate volumes, with testing accommodations for 0-20, 21-40, 41-100, 101-499, and 500+ candidates per month. Key deadlines include a September 10, 2025 deadline for submitting questions, with final bids due by September 18, 2025 at 2:00 pm. Evaluation criteria include potential preferences for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), with possible 5% or 8% evaluation preferences.

The procurement offers potential set-aside and preference opportunities for local and disabled veteran-owned businesses, specifically requiring bidders to be certified by the California Department of General Services and maintain principal operations within Orange County. Businesses qualifying as both Local Small Businesses and Disabled Veteran Business Enterprises may receive up to an 8% evaluation preference. Electronic Fund Transfer (EFT) will serve as the primary payment method, and the contract will span three calendar years with an option to renew for two additional years. While specific award values are not explicitly stated, the contract will be structured as a firm fixed-fee arrangement with pricing determined by exam formats and candidate testing volumes. Bidders must submit various certifications, references, and company information, demonstrating their capability to securely administer standardized recruitment assessment exams. The County will require comprehensive exam security measures, with the contractor responsible for providing exam materials and maintaining testing integrity across multiple job classification entry points.
