About this opportunity

The Illinois Department of Transportation is soliciting sealed bids for reconstruction of roads and parking areas at the Woodford and Marshall State Fish and Wildlife Areas in Woodford and Marshall Counties, with electronic bids due June 12, 2026 at 12:00 p.m. via the iCX-Integrated Contractors Exchange system.

The scope encompasses excavation and reconstruction at sinkhole locations, placement of Bituminous Surface Treatment with Fog Seal surface on roads and parking lots, aggregate surface-course placement, pipe-culvert installation, building removal, tree removal, and site improvements across both SFWAs. Work is performed at two locations: Woodford SFWA at R.R. 1, Low Point, Illinois, and Marshall SFWA at 236 State Route 26, Lacon, Illinois, with a gross project length of 0.9 mile. Construction is subject to Nationwide Permit 14 and Regional Permit 16 from the U.S. Army Corps of Engineers and Statewide permits from the Illinois Department of Natural Resources due to location within the Illinois River floodway.

All work must comply with Illinois Department of Transportation Standard Specifications for Road and Bridge Construction, Supplemental Specifications, and applicable Recurring Special Provisions, including EEO requirements and concrete-mixture quality control and quality assurance provisions. Traffic control costs are a single lump-sum price covering both sites. Contractor costs for staging, safety measures, and temporary movement and reinstallation of items are incidental to the contract.

Construction sequencing is constrained by ongoing site operations, including duck hunting season from October 24, 2026 through January 3, 2027, and required coordination with Illinois Department of Natural Resources site personnel. The contract will be awarded to the lowest responsive and responsible bidder. The project is anticipated to be funded through Illinois state construction funds (County O&C 2020 account). The Department reserves the right to reject any or all proposals, readvertise the project, and waive technicalities.
