About this opportunity

The Illinois Department of Transportation (IDOT) is soliciting bids for reconstruction of the I-57 and IL 16 interchange east of Mattoon in Coles County under Contract No. 74435, with electronic bids due June 12, 2026 at 12:00 p.m. to the iCX system. This is a Federal-aid NHPP (National Highway Performance Program) construction project subject to prevailing wage standards, EEO compliance, and a Project Labor Agreement.

The scope converts the existing cloverleaf interchange to a raindrop diamond configuration. Work includes removal and replacement of I-57 structures over IL 16; removal of I-57 structures over the Lincoln Prairie Grass Trail with replacement by cast-in-place box culvert; and comprehensive ancillary construction: pavement patching, milling, HMA resurfacing, full-depth HMA and PCC pavement, shoulders, curb and gutter, PCC sidewalk, medians, storm sewer, pipe and precast box culverts, guardrail, pavement markings, sign installation, fiber optic cable, CCTV dome camera systems, communications vault, ADA-compliant pedestrian facilities, earth excavation, and seeding. Geographic limits are I-57 from 0.5 miles south to 1 mile north of IL 16, and IL 16 from just east of Swords Drive to just west of Lerna Road.

The project is staged with intermediate completion dates of November 15, 2026 (pre-stage), November 15, 2027 (Stage 1), and November 15, 2028 (Stage 2), with overall completion November 15, 2029. Contractors receive 15 guaranteed working days post-completion for cleanup and punch list. Specific ramp and roadway closures are restricted to defined calendar day limits with liquidated damages assessed under Article 108.09 for reopening-date failures. The contractor must coordinate with concurrent Contract 74650 for bridge superstructure work within overlapping project limits. Awards go to the lowest responsive and responsible bidder; IDOT reserves the right to reject any or all proposals.
