About this opportunity

The City of New Haven is seeking qualifications for a multi-disciplinary consulting team to develop a comprehensive Reconnection Plan along the I-91 corridor in New Haven, Connecticut, with qualifications due October 20, 2026, and a non-mandatory pre-proposal meeting on September 24, 2026. This is a qualifications-based selection (RFQ) funded by a $2 million Reconnecting Communities Pilot planning grant from USDOT, not a price-based procurement.

The scope encompasses five primary tasks: establishing project vision and goals through existing conditions analysis; generating and screening alternative concepts; conducting preliminary screening and detailed feasibility studies; developing urban design frameworks and policy strategies; and producing a final Reconnection Plan with implementation strategy. The selected team must demonstrate expertise in community-driven planning processes, technical capability in diverse urban environments, and ability to integrate climate adaptation, resilience, and equity into infrastructure and project planning. Work will align with both New Haven and Connecticut Department of Transportation (CTDOT) vision while adhering to Federal Highway Administration requirements, including Planning & Environmental Linkages (PEL) and National Environmental Policy Act (NEPA) frameworks. Respondents may propose to complete the full scope or submit a clearly defined subset of tasks aligned with their expertise, provided they specify exclusions and assumptions affecting delivery. The City reserves the right to assemble a team from multiple qualified firms.

Contract term is one year with two optional one-year renewal periods. The overall performance period is two years. Contractors exceeding $25,000 annually must comply with the City's Living Wage Ordinance. General liability insurance minimum limits are $1 million per occurrence and $2 million combined aggregate; workers' compensation coverage is required.

Evaluation criteria are qualifications (45 points), understanding of services to be provided (25 points), discussion of focus area topics (20 points), and completeness and quality of response (10 points). No pricing is to be included in the qualifications submittal; pricing will be requested separately following selection. Questions are due October 9, 2026, at 5:00 p.m. Proposals must be submitted electronically through the City's eProcurement Portal by 11:00 a.m. on October 20, 2026, or delivered physically to the City Plan Department by October 19, 2026, at 5:00 p.m.
