About this opportunity

East Buffalo Township in Union County, Pennsylvania is soliciting sealed bids via PennBID for a bridge infrastructure project involving the Turtle Creek Road Bridge replacement. The procurement specifically calls for construction of an 8" reinforced concrete bridge deck system with barrier curb, which is a rebid due to significant changes in the original project's superstructure and fabrication specifications. Bids will be received online until 1:00 p.m. on Monday, September 8, 2025, with a public bid opening scheduled immediately thereafter at 1:01 p.m. at the East Buffalo Township Municipal Building. Bidders are required to submit electronic proposals using PennDOT bid documents provided by the Township, and each proposal must include specified security documentation. The Township will evaluate bids based on determining the lowest responsible bidder, with the potential contract award anticipated during their regularly scheduled meeting on September 8, 2025, at 5:30 p.m. Bids will remain subject to acceptance for 90 days, during which time the Township retains discretion to release bids and return bid security.

The procurement appears to be open to all qualified construction and infrastructure contractors without specific set-aside designations or enterprise restrictions explicitly mentioned in the documentation. No incumbent vendors or current contractors are identified in the solicitation. While a specific budget range is not disclosed, the project involves bridge deck replacement, suggesting a potentially substantial infrastructure investment. The bid documents include multiple supplementary files such as drawings, wage rates, bid conditions, and anti-collusion affidavits, indicating a comprehensive procurement process. Interested bidders must obtain bid documents at no cost through the PennBID platform (www.pennbid.net) and carefully review the provided technical specifications and engineering drawings. The Township reserves the right to reject any or all bids, including nonconforming, nonresponsive, unbalanced, or conditional submissions, which provides them flexibility in vendor selection.
