About this opportunity

The Pennsylvania Department of Conservation and Natural Resources, Bureau of State Parks, is issuing a rebid Invitation for Bids (IFB) for janitorial services at Prince Gallitzin State Park located at 966 Marina Road, Patton, Pennsylvania (Cambria County). The scope of work encompasses cleaning and maintenance services for ten modern cabins—consisting of seven two-bedroom units and three three-bedroom units—and a park office building, totaling approximately 4,000 square feet. Services include general routine cleaning (vacuuming, dusting, trash removal), carpet care with hot water extraction and shampooing, hard surface floor care on tile, vinyl, and concrete, and window and glass cleaning. Cabin cleaning is required weekly on Fridays during the summer season (second Friday in June through third Friday in August) and one to seven times weekly during the off-season (mid-August through mid-June), with all work performed between 10:00 a.m. and 3:00 p.m. Park office cleaning is required bi-weekly after 4:00 p.m., Monday through Friday. The contractor must furnish all cleaning supplies and equipment subject to Park Manager approval, while the park will provide consumable items including toilet paper, trash can liners, shower curtains, drapes, and light bulbs. A mandatory pre-bid conference is scheduled for Tuesday, March 31, 2026, at 10:00 a.m. at the Prince Gallitzin State Park Office, with attendance required for all prospective bidders. Bids are due April 6, 2026, and must be submitted exclusively through the PA Supplier Portal at www.pasupplierportal.state.pa.us. The contract will commence upon execution of the purchase order or May 1, 2026 (whichever is later) and will terminate April 30, 2027, with optional renewal for up to four additional consecutive annual terms through April 30, 2031, subject to negotiated price increases not to exceed 3 percent per renewal term. Award will be made to the lowest responsive and responsible bidder on a single award or line-item basis at the Commonwealth's discretion. Required qualifications include workers' compensation insurance, public liability and property damage insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence, compliance with Pennsylvania labor laws including a minimum wage of $15.00 per hour (adjusted annually for cost-of-living), completion of background checks for all employees with facility access, and certification of compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and applicable state labor and workforce safety laws via the Worker Protection and Investment Certification Form (BOP-2201).

This solicitation is restricted exclusively to Self-Certified Small Businesses certified by the Pennsylvania Department of General Services prior to the bid opening date; all bidders must submit valid Self-Certification Forms and completed Worker Protection and Investment Certification Forms with their responses or risk non-responsive status. Contractors must register in the Commonwealth's Vendor Master file and the Pennsylvania Supplier Portal to receive award and are required to maintain nondiscrimination and sexual harassment policies and comply with lobbying certification, Iran Free Procurement certification, and contractor integrity provisions before contract award. Payment is made monthly via Automated Clearing House transfer based on itemized service slips and invoices submitted to both the park office and the state payment portal, with compensation determined by unit prices bid per cleaning based on actual services satisfactorily performed. This is a rebid of Solicitation 6100065440, with the current Purchase Order number 4300685675 available for cost comparison and reference purposes. Performance standards require immediate corrective action within 24 hours for unsatisfactory cleanings, and missed or improperly completed work will not be compensated.
