About this opportunity
The Tamaqua Area Community Partnership is seeking sealed electronic proposals through PennBid for a comprehensive historic facade restoration project located at 115, 117-119, 123, and 206 West Broad Street in Tamaqua, Schuylkill County, Pennsylvania. The project involves extensive restoration activities including slate roofing replacement, wood cornice restoration, masonry cleaning and repainting, non-historic metal cladding removal, installation of James Hardie siding and Azek trim, window and door replacements with composite and clad wood units, storefront replacements, concrete sidewalk work, metal lintels, exterior painting, and caulking. Specific requirements include a five-year guarantee on all equipment, materials, and workmanship, with contractors required to follow strict environmental and safety protocols including lead-safe work practices and OSHA compliance. Proposals must be submitted electronically by 2:00 PM on February 27, 2026, with a mandatory bid security of ten percent of the total bid amount. Bidders are required to conduct site visits and become familiar with existing conditions, and all work must comply with Pennsylvania Prevailing Wage Act requirements under L & I Prevailing Wages Determination project serial number 25-04599.
The procurement allows for broad participation, with no specific set-aside designations mentioned. However, contractors must meet stringent qualification requirements, including carrying Workers' Compensation Insurance as required by Pennsylvania law and maintaining specific insurance coverages: $1,000,000 per occurrence Commercial General Liability, $1,000,000 combined single limit Automobile Policy, $4,000,000 Umbrella or Excess Liability coverage, and Workers Compensation coverage. Bonding companies must be listed in the US Treasury Circular 570, and 100% performance and payment bonds will be required. Contractors and subcontractors must comply with Labor Standards and Anti-Kickback regulations under 29 CFR Part 3. The project includes two optional add alternates: one for sitework at 206 West Broad Street involving retaining wall and concrete stair replacement, and another for rear stair replacement using steel construction. The owner reserves the right to hold bids for up to 35 days from the opening date for review and investigation of bidder qualifications, during which time bidders cannot withdraw their proposals. While specific budget details are not explicitly stated, the comprehensive nature of the restoration work across four properties suggests a substantial project investment.
