About this file

This is a Project Manual and Specification document prepared by Melone Architects for the Tamaqua Area Community Partnership detailing facade repair and restoration work at four historic buildings located at 115, 117, 119-123, and 206 West Broad Street in Tamaqua, Pennsylvania. The scope of work includes extensive restoration activities across all four properties: replacement of slate roofing, wood cornice restoration, masonry cleaning and repainting, removal of non-historic metal cladding, installation of new James Hardie siding and Azek trim, window and door replacements with composite and clad wood units, storefront replacements, concrete sidewalk work, metal lintels, exterior painting, caulking, and roofing installations. Additional work at 206 West Broad Street includes porch enclosure removal, new decorative railings, installation of a non-illuminated changeable letter civic message board for the American Legion, and optional alternates for sitework and rear stair replacement. Electronic sealed proposals must be submitted via PennBid by 2:00 PM on Friday, February 27, 2026. Bidders are required to conduct site visits and become familiar with existing conditions; failure to visit the site does not relieve bidders of their contractual obligations. Bid security equal to ten percent of the total bid amount must accompany all proposals, and one hundred percent performance and payment bonds are required from bonding companies listed in US Treasury Circular 570.

Prevailing wage requirements apply to this project under the Pennsylvania Prevailing Wage Act with L&I Prevailing Wages Determination project serial number 25-04599, and certified payrolls must be submitted with each payment application. All contractors and subcontractors must carry Workers' Compensation Insurance as required by Pennsylvania law, with minimum Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 general aggregate, Automobile Policy coverage of $1,000,000 combined single limit, Umbrella or Excess Liability coverage of $4,000,000, and Workers Compensation coverage of $1,000,000 or as required by law. The project includes Labor Standards and Anti-Kickback regulations under 29 CFR Part 3. A five-year guarantee on all equipment, material, and workmanship is required, with ten percent retainage from partial payments until thirty days after project completion and submission of lien releases. The specifications establish strict environmental and safety protocols, including lead-safe work practices for paint removal, OSHA compliance, daily cleaning requirements, and protection of adjacent properties and pedestrian areas. Bids may be held for up to thirty-five days from opening for review and investigation of bidder qualifications, during which time bidders cannot withdraw their bids. The owner reserves the right to reject any or all bids or waive any informalities in the bidding process.
