About this opportunity
The Transit Authority for the Toledo Area (TARTA) is seeking proposals for demolition and site restoration of the former Government Station in Lucas County, Ohio, with proposals due August 14, 2026. If the project cost exceeds $100,000, a Project Labor Agreement must be executed — a material constraint affecting labor mobilization and cost structure.
The scope includes removal of a glass-and-steel canopy, full demolition of a restroom building, mechanical system disconnection, masonry work including fencing and new wall construction, site grading and cleanup, and environmental controls for dust, noise, and waste management. Bidders submit cost proposals organized by category: mobilization and site protection, canopy work, building demolition, mechanical systems, masonry work, site restoration, environmental compliance, and contingency provisions. An alternate bid option is available for full masonry wall replacement. Metal scrap salvage credits reduce the owner's net cost.
All bidders must submit an executed Declaration of Non-Collusion certifying that bid prices were developed independently and not disclosed to competitors prior to opening. For projects exceeding $100,000, bidders must submit a Lobbying Certification under the Byrd Anti-Lobbying Amendment (31 U.S.C. 1352) and the Lobbying Disclosure Act of 1995, certifying that no federal appropriated funds will be used to influence federal, state, or local officials in connection with the award. Failure to file the required lobbying certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 per violation. All subcontractors must provide identical certifications in their award documents. The cost proposal schedule provides a framework with line-item structure, unit quantities, and unit costs for contractors to populate.
