About this file

This is a Lobbying Certification document applicable to a state and local contract opportunity in Ohio for the rebid of demolition and site restoration of a former Government Station, issued by TARTA (likely a transit authority).

The certification document establishes compliance requirements under the Byrd Anti-Lobbying Amendment (31 U.S.C. 1352) and the Lobbying Disclosure Act of 1995 for contractors bidding on federal funds. The contractor must certify that no federal appropriated funds have been or will be paid to influence federal, state, or local officials in connection with the contract award. The certification applies to contracts valued at $100,000 or more and requires the contractor to disclose any non-federal funds used for lobbying activities by filing Standard Form LLL if applicable. All subcontractors must be required to provide identical certifications and disclosures in their award documents.

The TARTA project involves demolition of the former Government Station structures, removal of a glass-and-steel canopy, full demolition of a restroom building, and construction of a replacement masonry wall with site restoration. If the project cost exceeds $100,000, a Project Labor Agreement (PLA) must be executed. Contractors submitting bids above the $100,000 threshold must submit the lobbying certification as a prerequisite. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each violation. The certification must be signed by an authorized official of the contractor company and constitutes a material representation of fact upon which contract award relies.
