About this file

This is a pre-bid meeting presentation for the Transit Authority for the Toledo Area (TARTA) regarding demolition and site restoration of the former Government Station located in downtown Toledo, Ohio at the Erie/Jackson/Huron Street area. The project scope includes removal of glass-and-steel canopy structures, a restroom building, and associated obsolete site elements, while preserving and protecting an existing clock as a critical retained feature. Site restoration work encompasses concrete surface repair, replacement or restoration of fencing and barriers, grading, and finished site conditions to eliminate any appearance of a demolition scar. The pre-bid meeting was conducted on August 7, 2026, with a mandatory contractor walk-through to establish shared understanding of demolition limits, protection zones, site conditions, and restoration expectations. The questions submission deadline was August 11, 2026, with a response deadline of August 12, 2026. Bid proposals are due August 14, 2026 at 3:00 pm, submitted to Procurement Manager Zach Morrison.

The presentation emphasizes that demolition comprises only half of the project assignment, with site restoration and protected feature preservation receiving equal importance. Bidders are instructed to confirm all demolition limits, utility disconnects, staging areas, haul routes, pedestrian and traffic control needs, and concrete restoration tie-ins during the pre-bid walk-through. Clock preservation is identified as a critical pricing item requiring temporary protection, labor, and coordination throughout demolition and restoration phases, with relocation to storage at 612 N. Huron coordinated through TARTA's Project Manager Spencer Eagle. The presentation clarifies that contractor means and methods remain the contractor's responsibility subject to contract requirements, and that all questions and clarifications must be submitted through the formal procurement and addendum process to ensure all bidders receive identical information.

Government Station Demo PRE-BID MEETING AND WALK-THROUGH August 7, 2026

FORMER GOVERNMENT STATION

Demolition & Site Restoration — Pre-Bid Meeting Downtown Toledo • Erie / Jackson / Huron Street Area

CONTRACTOR WALK-THROUGH

SCOPE ALIGNMENT

SITE CONDITIONS

BID EXPECTATIONS

Objective: establish a shared understanding of what is removed, what is protected, and how the site is restored.

Welcome contractors and project partners.,Today’s purpose is scope clarity before bid: demolition limits, clock protection, site restoration, safety, access, and closeout expectations.

Project Purpose & Desired Outcome A controlled removal project that leaves a safe, clean and durable downtown site.

REMOVE

Glass-and-steel canopy structures Restroom building and associated improvements Obsolete site elements identified in the bid documents

REMOVE ANDPRESERVE

Remove and preserve clock as a protected feature. Adjacent public infrastructure not designated for removal or surrounding property and active pedestrian areas.

RESTORE

Concrete surfaces disturbed by demolition Replacement / restored fencing and barriers ( as needed) Clean transitions, patching, grading and finished site conditions The final condition should look clean—not as a demolition scar.

Emphasize that demolition is only half of the assignment. The finished condition and protection of retained features are equally important.

Site Orientation Former Government Station within Toledo’s downtown Government Center area.

ERIE ST.

HURON ST.

JACKSON STREET

FORMER

GOVERNMENT STATION

CLOCK

Contractors should verify exact limits, utilities, access points and protection zones in the contract documents and during the site walk.

Across the Street is the Government Center

Use this as an orientation graphic, not a survey. Point out the site edges and ask bidders to reconcile field conditions with plans.

Existing Station Character The original station was a steel-and-glass transit structure with masonry screen / wind walls.

REFERENCE VIEW

(schematic representation)

Demolition Sensitivity Steel, glass, masonry and embedded connections require a planned sequence—not indiscriminate removal.

Public-Space Context Downtown sidewalks, streets and adjacent civic uses increase the importance of barricades, debris control and daily housekeeping.

Preserved Feature The clock is to be removed and protected throughout demolition and restoration activities.

Historical reference: Duket Architects describes the Government Station as a steel-and-glass structure with masonry screen and wind walls.

This slide establishes what bidders are encountering: multiple materials, public edges, and a retained clock.,Source reference: Duket Architects project page.

Anticipated Demolition Sequence Contractor means and methods remain the contractor’s responsibility, subject to the contract requirements.

MOBILIZE

Confirm limits, permits, staging, utility locates and pedestrian controls.

PRESERVE & PROTECT

Remove and preserve the clock and all adjacent features designated to remain.

REMOVE CANOPIES

Controlled dismantling of glass, steel framing, supports and associated components.

DEMOLISH RESTROOM

Remove restroom building, foundations / connections as required, and dispose of materials properly.

RESTORE SITE

Repair concrete, fencing, edges and disturbed surfaces; leave a complete finished condition.

Do not prescribe a contractor’s exact means and methods unless the specifications do. Present this as the coordination logic: protect first, demolish in a controlled sequence, then restore.

Clock Preservation — Critical Protection Item The clock is a retained site feature and should be treated as a “do not damage” element.

Before Demolition Photograph existing condition; confirm support, utilities and adjacent connections; establish protection zone.

During Demolition No impact loading, rigging or debris contact; maintain barriers and monitor vibration / movement as appropriate.

During Restoration Coordinate concrete and fencing work so the retained clock remains stable, accessible and visually integrated.

At Closeout Verify condition against preconstruction documentation and correct any contractor-caused damage.

Bidders should include all temporary protection, labor and coordination necessary to preserve and remove the clock. Coordinate with TARTA’s Project Manager – Spencer Eagle to relocate the Clock to a Storage Location ( most likely 612 N. Huron)

Call this out verbally as a pricing item. Protection cannot be treated as incidental afterthought.

Site Restoration Expectations The completed work should be safe, continuous, maintainable and visually finished.

CONCRETE

Sawcut / remove damaged areas as required; patch or replace disturbed pavement and walks; match adjacent elevations and transitions.

FENCING

Restore or replace fencing / barriers affected by demolition; maintain secure and consistent limits. ( as needed only)

SITE EDGES

Close former penetrations and connection points; eliminate trip hazards, sharp edges and abandoned anchors.

CLEANUP

Remove debris, temporary protections and construction residue; leave public-facing areas ready for use.

Field verification is essential: bidders should identify restoration quantities and interfaces that may not be obvious from a single plan view.

Ask bidders to look closely at anchor points, slab conditions, fence terminations and transitions to existing sidewalks.

Pre-Bid Walk-Through — Contractor Checklist Use the site visit to resolve scope assumptions before pricing.

Confirm demolition limits and items to remain

Verify clock removal and preservation approach and access

Review utility disconnects / locates and concealed conditions

Confirm staging, haul routes and debris handling

Review pedestrian / traffic control needs

Inspect concrete restoration limits and tie-ins

Inspect fencing limits, terminations and replacement conditions

Identify permits, notifications and coordination responsibilities

Submit questions through the formal procurement / addendum process

Questions raised today will be documented and answered through the official bid process so all bidders receive the same information.

Close by reminding everyone that verbal discussion does not modify the bid documents. Formal clarifications should be issued through the procurement process.

What Success Looks Like A safe demolition, a protected clock, and a fully restored public site.
