Each building contains 18 unoccupied residential units across three floors, with concrete ground-level slabs and wood floor joists and trusses above, reaching approximately 26 feet from grade to roof. The scope includes demolition, new mechanical, electrical, and plumbing systems, interior finishes, roofing, masonry repair, parking lots, walkways, and landscaping. All bids require a 5% bid bond or certified check, a current Class A General Contractor License from the City of Chicago, a Critical Path Method summary schedule (Primavera P6 Professional R8.3.2 or Microsoft Project), and evidence of three years of substantially similar project experience with owner references. Financial statements (audited, reviewed, compiled, or IRS tax transcripts depending on contract value) are required. A Utilization Plan documenting all subcontractors and M/W/DBE participation with letters of intent from listed subcontractors must accompany each bid.

Performance and Payment Bonds at 100% of the lump sum base bid (or 50% each separately) are required upon award, with surety companies rated "A" minimum by A.M. Best. Liquidated damages are $1,500 per calendar day for failure to meet the substantial completion deadline of January 30, 2028. The Notice to Proceed is anticipated December 15, 2026.

A mandatory pre-bid conference is scheduled for August 18, 2026 at 10:00 a.m. at 60 E. Van Buren, Conference Rooms 736C, with mandatory site visits to both locations immediately following (12:00 p.m. to 1:15 p.m.). A pre-award meeting is scheduled for September 8, 2026 for the selected bidder(s).
