About this opportunity

The Illinois Department of Transportation is requesting bids for aero, aircraft, and airframe maintenance and repair services under IFB B-52781, a rebid solicitation with proposals due August 27, 2026. Multiple awards are anticipated across three service categories: Beechcraft King Air 350 airframe services (Line Items 2–3), Cessna piston airframe services (Line Items 4 and 6), and aircraft avionics and instruments (Line Items 7–16). Bidders must hold a current Federal Aviation Administration Certified Repair Station Certificate or Manufacturing Maintenance and Repair Certificate.

The scope covers airframe, avionics, instrument, and associated component repair services on an as-needed basis to supplement internal maintenance capabilities within the Division of Aeronautics. Services must be completed within 30 to 45 days. Work does not commence until IDOT issues written approval and a work authorization order or purchase order. Line-item estimated costs range from $5,000 to $250,000. All pricing is estimated rather than firm. Vendors must provide written cost breakdowns detailing material, labor, and other expenses for each project; transfer all manufacturer warranties to IDOT; use only FAA-approved replacement parts; and furnish a 12-month warranty on supplies and services. Comprehensive work records must be maintained. Insurance requirements include $1,000,000 general commercial liability and $1,000,000 auto liability per occurrence, plus workers' compensation as required by law.

The initial contract term is 24 months from execution, with a maximum total term not exceeding 10 years including renewals or extensions. The contract is subject to availability of appropriated funds and may be partially or fully funded with federal dollars. A $15 administrative fee will be deducted from the first payment for contracts valued at $1,000 or more. Bid prices must remain firm for 180 days from opening. No bid or performance bonds are required. A pre-submission conference may be offered; bidders should verify details in the BidBuy posting. Vendor Disclosure forms (or IPG Active Registered Vendor Disclosure if applicants hold active Illinois Procurement Gateway registration) are mandatory. All contracts are governed by Illinois law and State Standard Terms and Conditions.
