About this opportunity

The City of Woodstock, Georgia, is soliciting bids for the Hazard Mitigation Grant Program (HMGP) project 4685-0027, a rebid procurement for fixed generator replacement and installation at critical city facilities. The project scope includes upgrading the 30 kW generator at the City Annex to a 175 kW fixed generator with automatic transfer switch and concrete pad, and replacing four pump station generators at two locations: Brookshire (50 kW and 100 kW units) and Bell Park (two 75 kW units). All bids must include labor, materials, removal of existing units, and manufacturer-approved startup procedures to maintain factory warranties, with work to be completed within 150 consecutive calendar days from notice to proceed. A mandatory virtual pre-bid conference is scheduled for November 6, 2025, at 2:00 p.m. EST, with a question deadline of November 13, 2025, at 12:00 p.m. EST. Bids are due December 3, 2025, at 2:00 p.m. EST via BidNet Direct, with public bid opening on the same day at 2:01 p.m. EST (with a rescheduled opening date of December 4, 2025, at 11:00 a.m. EST via GoToMeeting). Qualified contractors must be registered with the System for Award Management (SAM.gov), possess active CAGE numbers, comply with Davis-Bacon prevailing wage requirements, submit a 5% bid bond or certified check, and execute 100% performance and payment bonds upon award. The contract will be awarded to the lowest responsive, responsible bidder based on firm fixed-price unit pricing valid for 60 days after submission, with a three-year warranty requirement on all goods and services.

This procurement carries no Minority and Women's Business Enterprise (MBE/WBE) percentage compliance requirements or set-aside designations specific to disadvantaged enterprises. All bidders must comply with federal requirements including E-Verify affidavits, debarment certifications, equal employment opportunity provisions, and non-collusion affidavits, as the project is funded 75% federally through FEMA and 25% locally through the City of Woodstock. The project is funded through the Hazard Mitigation Grant Program (HMGP) administered by the Georgia Emergency Management and Homeland Security Agency (GEMA/HS), with a grant performance period expiring April 16, 2026, and supplemental local funding authorization through MAJBA JE 20377. The recommended award was made to NextEdge Networks at a contract value not to exceed $590,261, pending City Council approval, with monthly payments based on certified work completion and liquidated damages of $250 per day assessed for delays beyond the contract completion date. Geographic coordinates for the five generator installation locations across Woodstock are documented in project maps maintained by the City GIS Department, and contractors must coordinate with existing city infrastructure at these critical facilities.
