About this opportunity

The Illinois Department of Transportation (IDOT) is requesting bids on forklifts for its Day Labor Unit and Bureau of Materials under IFB B54188 (BoM 27-494DOT-FINAD-B-54188), with bids due November 2, 2026. This is a rebid. Bids must be submitted exclusively through the BidBuy platform and remain firm for 180 days from opening. Illinois Business Preference and Domestic Product Preference claims are available to qualifying bidders with supporting documentation or line-item designation.

The scope comprises two distinct forklift types: a 3,500-pound electric standup rider with 36-volt lithium-ion battery, dual 5.5-horsepower AC motors, and 187-inch minimum mast extension for the Bureau of Materials; and a 13,500-pound diesel-powered six-wheel rider with 105+ gross horsepower, three-stage mast (240-inch extended, 113-inch retracted), pneumatic tires, and ROPS/FOPS protection for the Day Labor Unit. All equipment must be newly manufactured (remanufactured or reconditioned units are not acceptable), comply with Federal, OSHA, and ANSI safety standards, and include manufacturer warranties of one year minimum covering defective parts and workmanship. Bidders must be established manufacturers or authorized dealers with documented service locations within 100 miles of Springfield, Illinois. Equipment failing to meet specifications within one year of delivery must be repaired or replaced by the vendor at no cost. Delivery is F.O.B. destination during regular work weeks between 8:00 a.m. and 2:00 p.m.; freight is included in unit pricing.

The initial contract term is thirty-six months from execution with a maximum total term not to exceed ten years. The contract is not federally funded. Award will be made to the lowest priced responsive and responsible bidder. Vendors must carry General Commercial Liability ($1 million per occurrence / $2 million aggregate), Auto Liability ($1 million per occurrence), and Workers' Compensation insurance, with the State named as additional insured. A $15 minority contractor initiative fee applies to awarded contracts valued at $1,000 or more. Vendor disclosure forms (IPG Active Registered Vendor Disclosure or Vendor Disclosure V.27.1) and an offer to the State are required; Business Enterprise Program or Veterans Small Business Program utilization plans are required where applicable. Questions are due seven business days from bid opening.
